Odesa Capital Construction Department has registered 119 projects in DREAM

The Capital Construction Department of the Odesa City Council's public investment management system DREAM has a total of 119 projects that the department will apply for funding next year.
According to the Center for Public Investigations, this was reported by Larysa Yanushkevych, Deputy Head of the Department, during a meeting of the Standing Committee on Territorial Development Planning, Urban Design, Architecture, and Cultural Heritage Protection.
According to her, projects in three categories were entered into the system in the first place - those for which work is already underway, but the department hopes to receive state aid to complete the work, those for which there are only projects in the pipeline, and those for which there were simply proposals from the public.
"We included those objects in a very short time, but there is a problem with the high requirements for these projects. We had to work on these projects for financial justification, which takes a lot of time and careful calculations. We have finalized 27 projects so far," she said.
In 2023, Ukraine developed and launched the DREAM system (Digital Restoration Ecosystem for Accountable Management) - a digital ecosystem for accountable restoration management. It provides communities with the opportunity to submit their projects, show the stages of their implementation and results, and for donors and the Ukrainian authorities to see what the funds are spent on.
The objects that are being finalized first of all include those that should be financed from the state budget - the recovery program, the emergency loan program, the fund for eliminating the consequences of Russian aggression, and two objects that will be financed by the Italian government.
In total, DREAM includes facilities in eight industries:
- Healthcare - 31 facilities totaling UAH 436.5 million,
- Education - 44 facilities for UAH 281.8 million,
- Housing - two projects worth UAH 30 million.
- Social sphere - five objects for UAH 31.4 million,
- Culture - four objects for UAH 125 million,
- Sports - three facilities worth UAH 3 million.
There are also two more energy infrastructure facilities and 28 projects for municipal infrastructure and services, the total price of which the official did not name.
