MP's ex-wife's company receives contract for fuel for Kherson and Mykolaiv regions

The State Emergency Service of Ukraine has signed a contract for the purchase of almost 1.24 million liters of diesel fuel for the needs of rescue units across the country, in particular in Mykolaiv and Kherson regions. The winner of the tender worth almost UAH 50 million was a company that is part of the WOG fuel group. One of the co-owners of the company is the former wife of a member of parliament who now lives in Monaco.

The procurement was carried out by the Support Department of the Operational Rescue Service of the Civil Defense of the State Emergency Service of Ukraine. It was about Euro-5 diesel fuel, which was planned to be supplied by vouchers for rescue services in all regions of the country. The expected value of the purchase was almost UAH 50 million.

The total volume of fuel was about 1.2 million liters. Of this amount, 60% was to be provided in 20-liter coupons, and the rest in 10-liter coupons. The deadline for submitting bids was December 18, 2025, and the fuel was to be delivered by December 22. Payment under the contract was to be made after actual receipt of the goods - within 30 calendar days.

In the tender documentation, the procuring entity defined the requirements for participants. In particular, the supplier company had to own or use an extensive network of gas stations with valid licenses. The filling stations had to operate throughout the territory controlled by Ukraine, including Mykolaiv and Kherson regions, except for the temporarily occupied areas. At least five gas stations were required in each region.

Several major players in the fuel market took part in the auction, including Petrol Partner, Ukrnafta-Postach, Ukrpetrolcenter and OKKO-Postach. The auction was won by Petrol Partner LLC with a bid of UAH 49.69 million, which is almost UAH 310 thousand less than the expected amount. The notice of intention to conclude the contract was published on December 19, 2025.

According to YouControl, Petrol Partner LLC was registered in 2022 with an authorized capital of UAH 100 thousand. Among its founders are Ducat LLC, a citizen of Monaco, Svitlana Ivakhiv , and a citizen of Ukraine, Serhiy Lagur.

At the same time, the company's activities attracted the attention of the Antimonopoly Committee of Ukraine. In October 2025, the AMCU was considering a case of possible anticompetitive concerted actions, which involved other companies besides Petrol Partner LLC. The company is part of the WOG fuel group.

In July 2025, the structure of the WOG Group underwent significant changes among its key legal entities. Some companies showed a sharp increase in revenues, while others lost financial performance. The group itself explained this as an internal business regrouping.

The company's financial results in recent years show rapid growth. According to Opendatabot, in 2024, the company's net income amounted to 49.1 billion hryvnias, while YouControl reports more than 51 billion. For comparison, in 2023, this figure was only 2.7 billion hryvnias. In total, since 2023, the company has earned about UAH 9.4 billion from public procurement.

Journalists pay special attention to the company's co-owner Svitlana Ivakhiv , who is the ex-wife of MP and Volyn businessman Stepan Ivakhiv. The couple officially divorced in 2022, but Ivakhiv remained a co-owner of a number of companies in the Continuum financial and industrial group. Moreover, according to investigations, after the divorce, she continued to register new companies related to her ex-husband's business.

Until November 2025, Svitlana Ivakhiv 's place of registration was an apartment in the center of Kyiv on Instytutska Street. Subsequently, an address in Monaco appeared in the registers - Boulevard Jardin Exotic, El Exotic residential complex, built in 2022. It is estimated that the cost of apartments in this complex may exceed half a billion hryvnias.

Analytical data also shows that Svitlana Ivakhiv is associated with at least 19 companies operating in the fuel, dairy, and real estate sectors. Among them are Petrol Partner, Petrol Contract, Vog Trade Resource, West Petrol Market, Como Ukraine, Dubno Petroleum Product, Kovel Petroleum Product, Galychyna Plant, and others.

After the divorce, according to the decision of the Pechersk District Court of Kyiv dated November 9, 2022, the agreement on the division of marital property concluded in September 2021 was taken into account. As a result, Svitlana Ivakhiv received a 50% stake in her ex-husband's WOG company.

Also at the beginning of the year, Intent wrote that a contract for the supply of fuel for a municipal enterprise in Mykolaiv was awarded to a company owned by the husband of a city council member. At that time, the total income of this company from participation in tenders reached almost two billion hryvnias. It turned out that the company was owned by Valeriy Babarika, the husband of Svitlana Babarika, a member of the Mykolaiv City Council from the European Solidarity party.
