Kherson Oblast Launches ₴5.4M Centralized Warning System for Emergencies

The construction of a centralized warning system has been initiated in Kherson Oblast, which will allow the public to be promptly informed of threats and emergencies. More than UAH 5 million is to be raised for the project.

This was reported by the Center for Public Investigations with reference to the DREAM ecosystem.

It is planned to build a local automated centralized warning system for the Beryslav city territorial community. The aim of the project is to inform the population about threats and emergencies both in peacetime and in a special period, as well as to constantly update information about current circumstances.

The project will be implemented in three stages:

  • First stage: warning of open areas of the city of Beryslav, Zmiivka and Novoberislav villages.
  • The second stage: warning of open areas in the villages of Shlyakhove, Tomaryne, Urozhayne, Taras Shevchenko and Rakivka.
  • The third stage: internal warning in all settlements of the community.

The system will include signaling and loudspeaker devices that will transmit signals through various communication channels, including satellite and radio broadcasting, and the GSM network. It is important that the alerts will be provided through mobile devices and stationary units in state and municipal buildings.

The estimated budget of the project is about UAH 5.4 million, of which UAH 4.1 million will be spent on capital expenditures and UAH 1.3 million on operating costs. Funding for the project has not yet been confirmed.

The alert system will be equipped with uninterruptible power supplies to ensure its stable operation even during a main power outage. Each component of the system will be monitored from centralized control points, which will allow for a timely response to any threats and ensure the safety of information about the alerting processes.

In addition, the village of Lyubymivka in the Novovorontsov community of Beryslav district is planning to turn a kindergarten into a school with a preschool unit. The reconstruction requires more than UAH 78 million, as the building was heavily damaged during the hostilities and the kindergarten was destroyed by 20%, but it can be restored.

In addition, in the village of Nova Kamianka of the Milivska territorial community, it is planned to restore the administrative building to create a modern management center and provide services to the community residents. The building will meet modern requirements for energy efficiency, safety and inclusiveness.
