Japan Invests ₴ 180M in Mykolaiv's New Asphalt Plant for Sustainable Development

A new plant is planned to be built in Mykolaiv. Japan has provided 180 million for the project. The new plant will create new jobs and reduce the environmental burden on the city.
As reported by the Center for Public Investigations with reference to the DREAM ecosystem, Mykolaiv plans to build a modern asphalt plant, which will become part of the city's sustainable development strategy.
This innovative project includes not only the production of asphalt but also an integrated recycling line for construction waste generated by the destruction caused by shelling.

The goal of the project is to innovatively combine asphalt production and construction waste recycling. This will significantly reduce the cost of raw materials and help reduce the amount of waste sent to landfills. The plant will be equipped with advanced technologies that allow processing construction waste, including building rubble, for further use in asphalt production.
The construction of the plant will include several stages:
- Location: selecting the optimal location for the plant, taking into account not only logistical aspects but also environmental requirements.
- Technology: installation of modern asphalt production equipment and integration of a construction waste recycling line. The plant will be equipped with automated systems for sorting and crushing materials.
- Energy efficiency: the use of renewable energy sources and energy-efficient technologies is envisaged, which will reduce energy consumption.
The project is financed at UAH 310 million, of which UAH 250 million will be allocated for capital expenditures (equipment purchase, construction) and UAH 60 million for operating expenses (taxes, design and survey work).

According to the project's description, the closed production cycle will allow waste to re-enter the production process, which will reduce the cost of primary materials and improve the environment. As a result, the amount of waste sent to landfills will be significantly reduced, and greenhouse gas emissions will be reduced.
As of today, 74.19% of the total project cost has already been financed. A share of the funds was provided from the local budget - UAH 50 million. Japan also provided 180 million hryvnias as part of an emergency rehabilitation and reconstruction project.

The project was initiated by the Mykolaiv City Council. The estimated duration of the asphalt plant construction is 13 months.
Currently, construction waste is temporarily stored at a special site of the city's solid waste landfill. The launch of the new plant will help improve the environmental situation and ensure effective construction waste management in the city.
In early 2025, Japan donated a new batch of equipment to Mykolaiv to help with shelling cleanup and construction waste collection. The cost of the transferred equipment exceeded 1.5 million euros.
