Dubious Contractor Antares-Bud Secures ₴21M Shelter Renovation in Mykolaiv

In Mykolaiv, a company with a dubious reputation is repairing a shelter at the Veterans Hospital. The contract with the company was signed last year, and in early 2025, the agreement was amended regarding funding.
This was reported by the Center for Public Investigation with reference to the DREAM ecosystem.
The storage facility is located on the territory of the Mykolaiv Regional Clinical Hospital for Veterans at 1 Kyivska Street. The hospital is a key center for medical and psychological rehabilitation for veterans, and the shelter serves as a shelter for 300 people.
The shelter renovation is part of a regional development program. It aims to provide reliable protection for citizens in case of emergencies and improve access to medical services. The structure is to be a free-standing, buried facility constructed of monolithic reinforced concrete, which guarantees its high fire resistance.

UAH 19 million 233,300 was allocated for major repairs and restoration, and UAH 151,300 for construction supervision. The contract with the contractor Antares-Bud LLC was signed in June 2024, but on January 13, 2025, an additional agreement was signed, which determined the total cost of the work and the source of funding, which are the development funds of the regional budget and state budget subventions for the provision of safe conditions in health care facilities.
The total budget of the project is UAH 21 million, of which UAH 6 million has been confirmed.

Antares-BUD has repeatedly been the subject of journalistic investigations. According to YouControl, Antares-BUD is mentioned in 31 court cases. Between 2011 and 2024, the company earned almost a billion hryvnias on public contracts. The company's main customers are the Department of Urban Planning, Architecture, Capital Construction and Development Project Support and the Capital Construction Department of Mykolaiv Regional State Administration.
The company is co-owned by Volodymyr Tsutskarev and his daughter Yulia Filipova. The company is currently involved in criminal proceedings for embezzlement of budget funds during the overhaul of the roof of Luparivska school in 2019.
Earlier, Antares-BUD received contracts for the construction of two shelters in Mykolaiv hospitals for a total of UAH 145 million. Journalists checked the estimates and found inflated prices for construction materials. In addition, the company became a contractor for the construction of a new shelter at the regional children's hospital, receiving an order for UAH 62.8 million.
