Reconstruction of a kindergarten in Mykolaiv region increased by 10 million over a year

In Mykolaiv region, they decided to reconstruct a kindergarten, which will be restored in 2021. More than UAH 56 million was allocated from the budget, which is UAH 10 million more than last year.

This was reported by the Center for Public Investigations with reference to the Prozorro electronic public procurement system.

It is planned to reconstruct the Kobleve pre-school institution (nursery school) "Sonechko". The contractor is the Department of Urban Development of Mykolaiv Regional State Administration.

The deadline for submitting bids is November 9, and the auction is scheduled to start on November 11.

The expected value of the procurement is UAH 56 million 275 thousand 440. The minimum price reduction step is 1%, or UAH 562,754.

Bidders must secure their bids in the amount of UAH 168,800. The selected contractor must complete the work by December 31, 2025.

The customer may provide the contractor with an advance payment of up to 30% of the annual cost of work for the performance of work, supply of products - equipment, provision of construction services.

For the adjustment of the design and estimate documentation for the facility, UAH 399,851 has already been paid to Oleksandr Volodymyrovych Ivanus, a sole proprietor registered in Khmelnytskyi region.

This is not the first attempt to reconstruct this kindergarten. In 2021, the restoration of the kindergarten was part of President of Ukraine Volodymyr Zelenskyy 's Big Construction program. It was planned to allocate 23 million hryvnias for the project, but the work was interrupted due to the full-scale invasion. The contractor was Pivdenbud Mykolaiv LTD, which managed to pay 18 million.

In September 2023, bids for the reconstruction of the kindergarten were announced again, but for more than 46 million hryvnias. At that time, the contract was also signed with Pivdenbud Mykolaiv LTD for more than 44 million.

The deadline for the work was December 31, 2024. However, they decided to terminate the contract with the contractor, but paid 22 million 690 thousand 450 hryvnias.

In July of this year, the company won a tender for the reconstruction of the Bashtanka Multidisciplinary Hospital. In total, between 2010 and 2024, the company earned almost a billion hryvnias from public tenders - 970 million 309 thousand 352 hryvnias.

The company has repeatedly been the subject of investigative journalism, and has been accused of misappropriating budget funds through abuse of office by officials with prior conspiracy.

In 2023, the only customer of the company was the Department of Urban Development of Mykolaiv Regional State Administration. In all 9 tenders of the Department in 2023, the only bidder was Pivdenbud Mykolaiv LTD.

In addition, the company is the leader in terms of the amount of signed contracts for the restoration of destroyed social institutions in Mykolaiv region. The company received contracts worth UAH 408 million. This company has repeatedly appeared in journalistic investigations because of its ties to local officials.
