Rating of the richest chief physicians of Odesa region: how much they earn and what they declare

The Center for Public Investigations has investigated the income and assets of the heads of Odesa regional medical institutions for 2023, which are under the control of the Odesa Regional Council.

The journalists note that the Odesa Regional Council is responsible for the appointment and dismissal of heads of medical institutions, but recently the decision is often made by the head of the Odesa Regional State Administration, Oleh Kiper. Among the participants of the rating were both little-known names and odious personalities. For example, former heads of medical institutions - Svitlana Izosimova, who ran the Emergency Medical Center, and Oksana Denysenko from the Regional Mental Health Center - were included in the list. The declaration of Olha Pokitko, head of the Regional Anti-Tumor Center, was also included.
Olena Kuzar, director of the Odesa Regional Center for Nephrology and Dialysis, received the highest income last year. Her annual income, in part due to the sale of a share of an apartment, amounted to UAH 1.61 million. In terms of salary, the leader was Olha Hrytskevych, head of the Veterans Hospital, who received UAH 1.17 million. Pavlo Heorhiyev, director of the Regional Children's Hospital, earned UAH 1.16 million, including additional income as an anesthesiologist and teacher.
Other medical leaders also had significant incomes. Oksana Denysenko earned 1.1 million hryvnias over the year, and Yuriy Gulchenko, former director of the Regional Clinical Hospital, received 636.1 thousand hryvnias. The lowest income in 2023 - 271.9 thousand hryvnias - was earned by Oleksandr Tolstopyatov, who was appointed to the post only in November.
The study also covered the incomes of the families of medical executives. For example, the total income of the Kuzar couple amounted to UAH 2.21 million, and the Georgiev family - UAH 2.14 million. Mykhailo Bartko, the head of the regional blood transfusion station, declared less than others, but his wife received 4.3 million hryvnias last year, including from the sale of real estate in Fontanka. Bartko 's family became the leader in terms of total income, earning UAH 4.74 million.
In terms of savings, the Bartko family has accumulated the most - UAH 12 million. The family of Vadym Shukhtin, director of the Regional Clinical Medical Center, saved UAH 6.77 million, and Pavlo Heorhiyev saved UAH 1.5 million. Several executives, such as Olha Hrytskevych and Olha Pokitko, have no savings.
The analysis also revealed significant real estate holdings, including non-residential properties, cars, and land plots. The record holders in terms of land are Pavlo Georgiev with 2.9 hectares in the village of Zorya and his wife, who owns another 3 hectares. As for cars, the Gulchenko couple has the most vehicles - three cars and a boat.
