35 million allocated from the budget for the safety of lyceum students from Mykolaiv region

A shelter for lyceum students will be built in Mykolaiv region. More than 35 million hryvnias have been allocated from the budget. The construction was designed by a company that was featured in a journalistic investigation.

This was reported by the Center for Public Investigations with reference to the Prozorro public procurement system.

The customer for the construction of the shelter for the Nechayansky Lyceum was the Department of Urban Development, Architecture, Capital Construction and Support of Development Projects of the Mykolaiv Regional State Administration.

According to Prozorro, UAH 34 million 512 thousand 500 was planned to be spent on the construction from the budget. The minimum price reduction step is UAH 345,125. The amount of the bid security is UAH 103,500.

The auction is scheduled for October 25. No security is required to secure the fulfillment of the procurement contract. The selected contractor must complete the construction by December 31, 2025.

The Dream digital recovery ecosystem has a slightly larger budget of UAH 35.6 million.

According to the project description, initiated by the Department of Education, Youth, Sports and Culture of the Nechayan Village Council, a modern civil defense shelter is planned to be built on the territory of the Nechayan Lyceum. It will ensure the safe conduct of the educational process in the face of possible threats. The shelter will be located on the school grounds, allowing students and staff to get there quickly and safely in case of danger.

The building will be able to accommodate up to 150 people, so the school will be able to work in two shifts. The shelter will be rectangular, measuring 12 by 40 meters, and will be 3 meters high. It will be constructed of monolithic reinforced concrete, with outer walls 400 mm thick and inner walls 300-400 mm thick.

The project also includes facade insulation. To ensure accessibility for people with limited mobility, a lifting platform will be installed, as well as special tactile tiles, Braille signs and sound beacons for orientation inside.

It is planned to spend UAH 28.9 million on capital expenditures and UAH 6.8 million on operating expenses.

Thus, according to the budget breakdown, the capital expenditures were spent:

  • Other capital expenditures - 1,544,173.00 (01/09/2024 - 31/12/2024);
  • Construction - 26,896,816.00 (01/09/2024 - 31/12/2024);
  • Design - 444,400.00 (03/25/2024 - 05/31/2024).

For operating expenses:

  • Project evaluation - 54,000 (05/15/2024 - 05/31/2024);
  • Other operating expenses - 356,945 (01/09/2024 - 31/12/2024);
  • Author's supervision - 108,662 (01/09/2024 - 31/12/2024);
  • Taxes - 5,839,168 (01/09/2024 - 31/12/2024);
  • Technical supervision - 397,906.00 (01/09/2024 - 31/12/2024).

The project for the construction of the shelter for the lyceum was created by the company Agrofon-Project, which was registered in 2027 with an authorized capital of UAH 2 thousand.

According to the YouControl online analytical system, the head of the company is Vladyslav Dyshlovyi. During its existence, the company has earned UAH 12 million 530 thousand 715 from public tenders. The main source of the company's income is public procurement.

The company was featured in a journalistic investigation into price gouging in the construction of a new radiation shelter for the Taborivska school. The project was ordered without a tender from the Mykolaiv-based company Agrofon-Proekt, which has already received two dozen orders from the Buh village council.

The Center for Public Investigations also investigated how the reconstruction of a 200 million lyceum in Mykolaiv region was delayed. According to the Dream digital reconstruction ecosystem, a new construction of the Bereznehuvata Lyceum is planned. The restoration of the educational institution has been underway for more than two years, and the production of design and estimate documentation was ordered by a company that has repeatedly appeared in investigative journalism.

Recently, in Mykolaiv region, it was decided to repair the shelter for the Stepkivska school, the construction of which was planned in 2019 and continued in 2024. At the time, journalists and the public appealed to various authorities, but as you can see, this project has only just gotten off the ground. More than UAH 19 million was allocated from the budget.
