Two companies allocated one billion between the energy sector and road projects in the Kherson region

Over the course of half a year, nearly one billion hryvnias in procurement contracts from the Reconstruction Service in the Kherson region were concentrated in the hands of two companies. At the same time, nearly all tenders were held without competition, and none of the procurements were the subject of complaints or audits.

This is evidenced by an analysis conducted by the Center for Public Investigations.

According to the analysis, 99.7% of all funds were spent in April, when only ten procurements were announced. Meanwhile, in January, March, and June, the total value of all lots amounted to just over 2.1 million hryvnias.

In the first six months of 2026, the Infrastructure Restoration and Development Service in the Kherson region announced 21 procurements totaling 981 million hryvnias. Of these, 18 resulted in the signing of contracts, while three were deemed unsuccessful.

The largest contracts were awarded to two companies. Atlantix Construction Company LLC won three tenders worth over 256.2 million hryvnias, while European Road and Construction Company LLC won another one worth 64.05 million hryvnias. The total value of the four contracts exceeded 320.2 million hryvnias.

The largest contract was a 658.2 million hryvnia agreement for the operational maintenance of the T-22-07 Vysokopillia–Velyka Oleksandrivka–Beryslav road, which was also awarded to “European Road Construction Company.” 

Analysts also noted the low level of competition. Of the 18 completed procurements, 17 involved only a single bidder. The only competitive procurement was the January tender for fuel, in which two companies participated.

Despite the near-total absence of competition, not a single complaint, disqualification, or procurement monitoring incident was recorded in the system during the entire period analyzed.

Additionally, during the first half of 2026, the Infrastructure Restoration and Development Service in the Odesa region announced 104 tenders totaling nearly 5 billion hryvnias. At the same time, just two road construction companies received more than half of the funds, and in most procurements, only one bidder participated.
