The State Audit Service is investigating a 783-million tender for the Odesa Seaport

The cost of the major overhaul of the transport overpass at the Odesa Seaport has already approached two billion hryvnias. Meanwhile, a new multimillion-hryvnia contract was awarded to the sole bidder, and the State Audit Service is already investigating the tender.

The Odesa branch of the state-owned enterprise “Administration of Seaports of Ukraine” signed a contract with LLC “Autostrada Group of Companies” to complete the major overhaul of the third phase of the transport overpass. The value of the new contract is 782.94 million hryvnias.

This refers to the transport overpass that provides separate traffic lanes for freight vehicles between the transit cargo terminal and the Odesa Sea Port.

This is already the third contract signed with the company for this project. The first contract, worth 771.77 million hryvnias, was signed in November 2024. At the end of 2025, the cost of the work was increased by another 310.62 million hryvnias to cover additional work to be carried out in 2026–2028. Following the signing of the new contract, the total project funding reached approximately 1.87 billion hryvnias.

According to the published cost estimates, the cost of most major construction materials remained virtually unchanged compared to the previous contract. For example, A400-grade rebar of various diameters continues to be purchased at 33,950 hryvnias per metric ton, which is below average market prices.

At the same time, certain specialized materials used in bridge repairs have become more expensive. In particular, the cost of Bridgemaster Resin, Eliminator, and SL Sealer Matt Clear has risen—their dollar prices have increased by approximately 11–15%. At the same time, B40 M-550 concrete has become approximately 8% cheaper compared to the previous contract.

Some of the materials included in the new cost estimate cannot be compared to market prices, as information on their cost is not publicly available.

The procurement took place without competition—only one bidder, Autostrada Group of Companies LLC, submitted a bid in the open tender. To participate, the company had to confirm its experience in performing similar work on bridges, overpasses, or flyovers classified as CC3, as well as compliance with a number of technical and personnel requirements. As proof of its experience, the contractor provided contracts for major repairs of bridges in the Rivne and Chernihiv regions.

Among the financial requirements was also proof of annual revenue of at least 665.9 million hryvnias. As of the end of 2025, the company reported revenue of 14.7 billion hryvnias.

Meanwhile, the procurement is already under review by the State Audit Service. The audit began on June 22 after possible signs of legal violations were detected. Auditors have already contacted the contracting authority requesting justification for the project’s technical specifications and the expected cost of the procurement, but no response has been made public yet.

Dmytro Nazarenko is currently serving as acting head of the Odesa branch of the State Enterprise “AMPU.” "Autostrada Group of Companies" LLC, based in Vinnytsia, is owned by "MS Capital" LLC, whose ultimate beneficiary is businessman Maksym Shkil.

As reported by Intent, the State Enterprise “AMPU” is also preparing to pay 114 million hryvnias to the sole bidder in a tender for repairs at the Port of Odesa. A breakwater previously built by this company in the port has sunk.
