The memorial alley in the Odesa region will be repaired by a company that is involved in criminal cases

In the village of Mardarivka in the Podilsky District, a contract worth 811,000 hryvnias for the major renovation of the memorial alley honoring fallen soldiers was awarded without a competitive bidding process. The work was entrusted to a company that is involved in several criminal cases.
This is reported in an article by “Anticorruption Dimension.”
The agreement was signed by the Housing and Utilities Department of the Kuyalnik Village Council. The contractor selected was Private Enterprise “SK-PODILLIA.” The decision to renovate the memorial walkway was made in early October, and the contractor was selected without any competitive bidding.
The company has already signed 95 contracts worth over 66 million hryvnias. Eighty of them were non-competitive. The firm received over 41 million hryvnias from the Housing and Utilities Department of the Kuyalnik Village Council and the village council itself.
The company’s authorized capital is only 5,000 hryvnias. It is registered for 34 types of business activities, but the registries contain no information about owned or leased vehicles.
Since the beginning of 2024, the owner of the company has been Artem Shcherbina. In March 2026, Volodymyr Mazur was appointed as the company’s director.
According to the publication, Shcherbina is a defendant in a case involving the embezzlement of property during the renovation of the Hlybochansky Educational Complex. The aggrieved party is the Kuyalnik Village Council, which continues to award him contracts. At that time, the court seized the entrepreneur’s apartment.
He is also accused in another case, in which the Housing and Utilities Department of the Kuyalnik Village Council is the aggrieved party. In addition, investigators suspect his involvement in possible “kickback” schemes related to technical supervision during the renovation of anti-radiation shelters.
The private enterprise “SK-PODILLIA” is also mentioned in criminal proceedings regarding the alleged embezzlement of funds during the renovation of the stadium in Podilsk.
The company also served as a subcontractor on the renovation of the hospital cafeteria in Zakharivka, where it works alongside firms linked to local politicians.
