The head of the Odesa Regional State Administration received 400,000 from the sale of a Porsche

Oleksandr Hrynchak, head of the Odesa Regional State Administration, sold an unspecified item of personal property for 400,500 hryvnias. The official did not specify in his declaration exactly what he had sold.
This is evidenced by a report on significant changes in Hrynchak’s financial status, which he submitted on September 25.
According to the document, the head of the Regional State Administration received payment for the property on September 23. The buyer was Ukrainian citizen Valentina Stroeva.
Personal property is defined as items that can be moved without changing their intended use. This includes, in particular, cars, motorcycles, furniture, household appliances, and equipment.
Hrynchak’s report does not specify exactly which movable property he sold. However, Intent reviewed the official’s annual declaration, which lists a 2023 Porsche Cayenne owned by his wife, Tetiana Hrynchak. It is likely that this vehicle was the one sold.
In August 2023, Oleksandr Hrynchak was appointed head of the Odesa Regional State (Military) Administration.
According to the declaration, in 2024 he rented a 96.9-square-meter apartment in Odesa.
Previously, Hrynchak had declared three cars he used: a 2023 Toyota Camry, a 2021 Lexus LX 570, and a 2014 Toyota FJ Cruiser. All of these cars belong to Vadym Hrynchak. Given that they share the same patronymic, he may be the official’s brother.
The wife of the Regional State Administration head, Tetiana Hrynchak, owned a 2023 Porsche Cayenne, which she purchased in 2023. She was also a co-owner of Promdorresurs LLC.
Oleksandr Hrynchak was born on July 17, 1978, in the Lviv region. He has worked for the Ministry of Internal Affairs since 1995. He headed the Division for Combating Crimes in the Field of Information Systems within the Department of Economic Protection. He also served as first deputy chief of the Cyber Police Department. In October 2019, he was appointed head of the Cyber Police Department.
