Nearly ten years after the case began, the court acquitted Vitaliy Borodin, the former acting director and chief engineer of “Mykolaivoblteploenergo,” of criminal charges. He was charged with professional negligence and is currently serving his sentence.
According to the case file, in March 2016, Borodin was responsible for overseeing the implementation of 61 contracts between the municipal enterprise and the firm “Alex Torg” for the development of technical documentation for boilers in Mykolaiv and Ochakiv.
The investigation found that the official signed acceptance certificates totaling 192,300 hryvnias without verifying whether the work had been completed. The utility then transferred the funds to the contractor. Law enforcement officials concluded that the work was not performed and that the director of the private company had received the money illegally.
During the trial, the defense requested that the case be dismissed due to the expiration of the statute of limitations. The judge agreed that more than ten years had passed since the crime was committed.
The judge also took into account the ruling of the High Anti-Corruption Court dated December 22, 2023, in which Borodina was convicted in a separate criminal proceeding. The court noted that those crimes were committed prior to the 2016 incident and therefore did not affect the statute of limitations in this case.
As a result, the case was dismissed, the civil claim filed by “Mykolaivoblteploenergo” was dismissed without consideration, and the procedural costs were borne by the state.
As reported by Intent, in February 2026, the Supreme Court upheld Borodin’s sentence for embezzling over 1.7 million hryvnias from the company. In December 2023, the High Anti-Corruption Court sentenced him to eight years in prison with confiscation of property. The investigation established that in 2015, he arranged for the transfer of 2.7 million hryvnias to a company he controlled for components for heat meters that were never installed. The Appeals Chamber of the High Anti-Corruption Court upheld this sentence.
Also in Mykolaiv, a court suspended an engineer from the procurement department of the municipalutility “Mykolaivvodokanal” from his position; he is suspected of misconduct during the procurement of equipment.
