The case involving a 58-million loan taken out by an Odessa lawmaker has been referred to court

The Specialized Anti-Corruption Prosecutor's Office has filed an indictment with the court against a member of the Odesa Regional Council of the 8th convocation who is suspected of declaring false information.

If found guilty, the deputy faces: a fine ranging from six thousand to eight thousand non-taxable minimum incomes, or community service for a term of one hundred fifty to two hundred forty hours, or restriction of liberty for up to two years, or even imprisonment for the same term, with deprivation of the right to hold certain positions or engage in certain activities for up to three years.
This concerns MP Yevhen Filonov, who was elected on the ticket of the pro-Russian party “Opposition Platform—For Life,” whose activities are banned in Ukraine and whose faction in the regional council has been dissolved. The deputy took out several loans totaling more than 58 million hryvnias but deliberately concealed these financial obligations in his annual declarations for 2024 and 2025.
The deputy took out the loans back in 2017 from Yuriy Trubetsky, who subsequently recovered the money from him through the courts between 2021 and 2025. At the time the declarations were reviewed,the loanwas still outstanding but had not been declared. Yevhen Filonov did not provide the NACP with any explanation as to why he failed to declare this loan. The same applies to another loan he took out from Yuriy Volkov together with a citizen named Lisovyi. These loans are also the subject of ongoing legal proceedings.
Yevhen Filonov is known for the fact that in June 2022, the publication “Slidstvo.Info”identifiedhimasthe son-in-law of the so-called “prime minister” of the self-proclaimed Transnistria,Oleksandr Rosenberg. Alexander Rosenberg, a 54-year-old Ukrainian citizen, became head of the “government” of Transnistria in late May 2022. His candidacy was proposed by another Transnistrian official with a Ukrainian passport and registered in Odesa, the so-called “president” of Transnistria,Vadym Krasnosilsky.
Accordingto theYouControlanalytical system, Filonov controls a group of companies operating in various sectors: construction, real estate, financial services, and trade in various goods. These include “Kupol Development Fund” LLC, “Nobilis” LLC, and “Skif-Construction” Construction Company LLC. The first two are registered in Odesa, and the third in Lviv.
