Road repairs for a lawmaker in Odesa cost 146 million more

The Odessa City Council’s Road Maintenance Department awarded a contract without a competitive bidding process for additional repair work on the road section from Zhytomyrska Street to Ovidopolskaya Road. The two contracts with a single contractor are worth over 146 million hryvnias.

The Center for Public Investigations uncovered the details of the tender and what the contractor’s history revealed.

The first contract, worth 79.96 million hryvnias, was signed on August 26, 2026. On the same day, a second contract was signed—for 67.05 million hryvnias—although the contract amount listed in the Prozorro system is 66.64 million hryvnias.

In both procurements, Rostdorstroy LLC was selected as the contractor. The work was ordered as supplementary to the main renovation, without a competitive bidding process. The client cited the option to enter into a contract with the contractor performing the main work.

The company has been in operation since 2005 and is owned byYuriy Schumacher, a member of the Odesa City Council from the “Trust the Deeds” party, and businessman Yevgeny Konovalov

 According to YouControl, the company has received government contracts worth over 100 billion hryvnias in recent years. The largest volume was in 2012—over 21 billion hryvnias. 

“Rostdorstroy” is also linked to former Odesa Mayor Hennadiy Trukhanov. Specifically, the company purchased some of its construction materials through “Skvo,” a company controlled by his daughter Kateryna.

In January 2024, a court heard a lawsuit filed by the Odesa Regional Prosecutor’s Office against Rostdorstroy LLC regarding the repair of the Izmail-Kiliya-Vylkove road. The cost of the work exceeded 500 million hryvnias, and it was supposed to be completed by December 31, 2022. Prosecutors noted that the repairs never actually began.

Additionally, a company owned by a member of the Odesa Regional Council may win a tender for road repairs worth nearly 390 million. The company has already received road contracts worth billions and has been mentioned in investigations into flooded fortificationsand illegal coastal development.
