Part of a contractor's apartment in Mykolaiv arrested for embezzlement during renovation

A court has seized a share of the apartment of Vitaliy Oliynyk, founder and head of the company 'Organization of Landscape Design and Interior', who is suspected of misappropriating budget funds during the repair of a shelter for Mykolaiv Children's and Youth Sports School No. 1.

This was reported by the Center for Public Investigations with reference to the decision of the Zavodskyi District Court of Mykolaiv.

In 2024, this company won a tender for the basement renovation worth UAH 2.9 million, but actually completed the work for a smaller amount. Despite the fact that on August 28, 2024, the school paid in full under the contract, a forensic construction and technical examination revealed a significant discrepancy between the documents and reality.

It turned out that the cost of the actual work performed was only about UAH 2.58 million, and more than UAH 322 thousand was paid for services that were not actually provided. The investigation believes that the director disposed of this difference at his own discretion, which was the basis for announcing suspicion of embezzlement. Currently, the sports school has filed a civil lawsuit for damages, and the suspect's real estate blocked by the court serves as a guarantee of money return in case of proof of his guilt.

Earlier it became known that the first deputy mayor of Mykolaiv, Vitalii Lukov, indicated in his declaration for 2025 more than one million hryvnias of salary and 540 thousand hryvnias of cash savings of his family. At the same time, most of the real estate is registered in his wife's name, and the official himself lives in an apartment owned by another person.

According to the document, the declaration lists several properties, mostly registered in the name of the official's wife , Larysa Lukova. In particular, she has the right of permanent use of a 10,000-square-meter land plot in the village of Kazanka, Bashtanka district. The owner of this land is the Kazanka village council.
