Officials in Mykolaiv Will Stand Trial for Embezzling 1.3 Million on the Purchase of Traffic Lights

The director of a municipal enterprise of the Mykolaiv City Council and the lead lawyer at the same institution are accused of embezzling 1.3 million hryvnias in the purchase of traffic lights.

According to the investigation, the defendants were aware that the traffic light equipment specified in the procurement contracts had not actually been delivered. Despite this, they ensured that the full amount of budget funds was transferred to the supplier. The officials acted in collusion.
An indictment has been filed on charges of embezzlement of budget funds on an especially large scale (Part 4 of Article 191, Part 5 of Article 191 of the Criminal Code of Ukraine). During the pretrial investigation, both defendants were suspended from their positions. The court imposed pretrial detention as a preventive measure, with the right to post bail. The defendants’ property was seized.
A court in Mykolaiv has suspended proceedings for the third time in the case of a construction company director accused of embezzling public funds during the renovation of a high-rise building’s roof. The reason was the need for a second expert examination, without which the hearings cannot proceed.
In the Mykolaiv region, a former credit union manager was acquitted in a case involving 45 million. The court proceedings lasted nearly two decades. Investigators believed that in late 2008, the credit union’s director orchestrated a scheme in which depositors’ funds began to be misappropriated. According to the prosecution, she persuaded the credit committee to issue multi-million loans to the Kyiv-based credit union “Accord,” even though she was aware of its impending insolvency. Furthermore, the contracts did not include adequate mechanisms to ensure the repayment of funds, such as collateral.
