Officials at Mykolaiv Parks are suspected of embezzlement

Multi-million-dollar contracts awarded by the municipal enterprise "Mykolaiv Parks" have come under scrutiny by law enforcement authorities. Investigators are looking into whether funds were illegally diverted from the Mykolaiv community budget through these procurement contracts.

This was reported by the Center for Public Investigations.

According to the investigation, the case involves possible violations during the execution of a contract signed in November 2023 between the municipal enterprise "Mykolaiv Parks" and the private company "Domstroy-Nik." The subject of the procurement was sandwich panels.

While analyzing financial and business transactions between the companies, law enforcement officials discovered circumstances that may indicate violations during the procurement process and the execution of the contract. 

Law enforcement officials are also considering the possibility of a scheme involving a shell company. It may have been used to embezzle funds from the local budget under the guise of purchasing goods and services. 

Currently, investigators have obtained permission to access the tender documentation and documents containing samples of officials’ signatures for expert analysis.

According to investigators, these materials will help determine whether violations occurred during the conclusion and execution of the contract, track the flow of budget funds, and clarify the role of officials in procurement decisions.

Accordingto theYouControl analytical system, Domstroy-Nik LLC was registered in 2019 with a statutory capital of 250,000 hryvnias. The company’s founder is Hanna Moroz. During its participation in public procurement, the company has received contracts worth over 32 million hryvnias.

Data from a ruling dated December 16, 2025,indicates that during 2023–2024, the municipal enterprise "Mykolaiv Parks" entered into three contracts with Domstroy-Nik LLC for the performance of work worth nearly 9.9 million hryvnias.

According to investigators, the firm effectively has no property, vehicles, or officially employed staff of its own, which may indicate signs of a shell company. In addition, the company’s director left Ukraine via the “Rava-Ruska” border crossing in July 2022 and has not returned.

In Pervomaisk, the repair of school heating systems using public funds has also become the focus of an investigation. Investigators are examining whether material prices were artificially inflated, which could have caused the community to overpay by hundreds of thousands of hryvnias.
