Odesa region is among the leaders in the number of corrupt officials punished

In the first four months of 2026, Ukrainian courts issued 814 decisions in corruption cases, 48 of which were in Odesa region.

This was reported by analysts of the Opendatabot platform, according to the Unified State Register of Persons Who Committed Corruption or Corruption-Related Offenses.

Odesa region was ranked fifth in the country by this indicator, behind Lviv region:

  • Lviv region - 79 decisions.
  • Dnipropetrovs'k region - 67 decisions.
  • Kharkiv region - 56.
  • Kyiv region - 54.

Among the southern regions, Mykolaiv region was closer to Odesa region, where the courts issued 46 decisions on corruption in four months. In Kherson region, there were eight such decisions. All court decisions this year resulted in fines. No imprisonment, community service, or restriction of liberty in the first 4 months of 2026. The smallest fine amounted to 850 hryvnias, and the largest - 34 thousand.

In general, this year there have been 27% fewer court decisions on corruption and corruption-related offenses than in the same period last year. At the same time, 2025 was a record year: 4,866 court decisions were issued in 2025. This is 2.2 times more than in 2024.

Although the vast majority of punishments in 2025 also resulted in fines (97% of cases), the register also contained much more severe sentences. Last year, courts imposed real terms of imprisonment, community service, restriction of liberty, and probation.

Nine out of 10 cases this year concern violations of financial control, i.e. problems with declarations, late submission of documents or errors in reporting. Thus, 742 such cases were considered by the courts in the first 4 months of 2026. This is 91% of the total number of corruption cases this year. At the same time, bribery cases account for only 6% of all decisions. Conflicts of interest account for another 3%.
