Odesa district council official declared $100 thousand in cash

Arkady Mkrtichyan, an official of the Odesa District Council, submitted an annual declaration for 2025, in which he reflected his income, property and savings. The official holds a significant part of his financial assets in US dollars.
This was reported by the Center for Public Investigations.
Deputy Chairman of the Odesa District Council Mkrtichyan published his annual declaration for 2025. In the document, he declared real estate, transportation, participation in various organizations, as well as his family's income and foreign currency savings. These declarations give an idea of the financial situation of the official and his family.
The official owns a land plot of 1000 square meters in the village of Nova Dofinivka, Odesa district. He purchased this land back in 2006. The declaration also includes an apartment in Odesa with a total area of 111.2 square meters, which he became the owner of in 2020. The official paid UAH 1,556,799 for the apartment.
Among the cars, the MP declared a Volkswagen Tiguan made in 2014. He purchased the car in December 2025 for UAH 370,800. His wife Maryne Mkrtichyan owns a 2008 Mitsubishi Outlander crossover.
A separate section of the declaration concerns corporate rights and participation in various organizations. Since April 18, 2014, he has been a member of the Odessites NGO. In this case, the value of the share and the percentage of participation in the authorized capital are not specified, and the corporate rights were not transferred to the management.
The document also states that his wife owns a share in the private company Artek. The value of her share is UAH 8,500, which corresponds to 11.11% of the company's authorized capital. These corporate rights were transferred to management.
In addition, since September 19, 2024, the official himself has had corporate rights in the charitable organization "Charitable Foundation "Guardians of the South". As in the case of a non-governmental organization, the value of the share and its percentage are not determined, and the rights were not transferred for management.
As for income, in 2025 Arkadiy Mkrtichyan received a salary of UAH 513,956 from the Odesa District Council. His wife declared a much higher income from business activities - UAH 3,827,821.
The couple also indicated foreign currency savings in cash. The official himself keeps USD 27,657, and his wife keeps USD 73,314. The declaration does not contain any information about large expenses, loans or other financial obligations.
In addition, Karina, the wife of the former head of the Odesa District Council Vitalii Barvinenko, became the owner of a 2017 Audi A8 in 2025, for which she paid UAH 1.3 million.
