Millions in declarations: who among Mykolaiv hospital managers earned the most

The heads of municipal non-profit healthcare enterprises in Mykolaiv declared over UAH 27.9 million in income for 2025.
The data was published by the Center for Public Investigations and Intent, which analyzed the declarations of 14 heads of city medical institutions.
The study covered the heads of city hospitals #1, #3, #4, #5, city children's hospital #2, maternity hospital #3, and primary health care centers #1-7.
The highest total family income was declared by Larysa Dergunova, acting head of city hospital No. 4, which amounted to UAH 5.6 million. The official's personal income amounted to UAH 1.29 million, of which UAH 954 thousand was salary. The main part of the family budget - UAH 4.08 million - was provided by her husband Serhiy Dergunov's business activities.
The second highest income earner was Ruslana Bernatska, former acting director of the Primary Health Care Center No. 1, who declared UAH 2.95 million of her own income. Most of this amount - UAH 2.1 million - came from her own business. Compared to the previous year, her income increased by 165%.
The third place was taken by Yuriy Dyachuk, director of City Hospital No. 3, with a total family income of UAH 2.39 million. His own income amounted to UAH 1.39 million, and another UAH one million was declared by his wife.
Acting Director of Primary Health Care Center No. 5 Hanna Petrova also received more than two million hryvnias of income. Her total income amounted to UAH 2.36 million, of which UAH 1.34 million came from the sale of an apartment in Mykolaiv.
Lesya Mazepa, director of Primary Health Care Center No. 3, demonstrated a significant increase in income. Her family income amounted to UAH 1.74 million, which is 254% more than a year earlier.

Other heads of medical institutions declared between UAH 947 thousand and UAH 1.68 million in income. The lowest figure was reported by Oleh Ishchenko, director of Maternity Hospital No. 3, who reported UAH 947 thousand.
Analysts point out that in several cases, the main source of income for the families of heads of medical institutions was the entrepreneurial activity of family members. This is most noticeable in the declaration of the Dergunov family, where the husband's business brought in three times more money than the salary of the hospital's head.
As a reminder, members of Mykolaiv City Council declared over UAH 131 million in income and almost half a billion in savings in 2025. They keep most of their funds in cash. The declarations also include dozens of real estate properties, luxury cars, expensive gifts from relatives and property abroad.
