Light, gas and security: what Kherson Municipal Economy Department spent money on

From utilities and security to auto parts, a kettle, and postage stamps, the Department of Municipal Economy of Kherson City Council regularly purchased both basic services and small household goods in 2026.
Intent analyzed the largest purchases of the department through the Zakupivli.pro platform. It is worth noting that the analysis is based on the expected value of procurement, as the initial price may decrease during auctions.
In January, the department closed basic utility and administrative costs. The most expensive purchase was electricity - over UAH 128 thousand. Another 76.7 thousand hryvnias were spent on natural gas, almost 86.4 thousand on facility security, and 40.8 thousand on electricity distribution. Separately, the company paid for the Internet for UAH 19.2 thousand, maintenance of gas equipment for UAH 19.2 thousand, and water supply and sewerage for almost UAH 11.2 thousand.
In February, the focus shifted to office supplies and transportation. UAH 20 thousand was spent on refilling cartridges, and another UAH 18.8 thousand on spare parts for vehicles. The department also purchased a battery for UAH 4 thousand, postage stamps for UAH 4.8 thousand, and a M.E.Doc license for UAH 4 thousand. Separate payments were made for vehicle maintenance, waste disposal, and security services.
March was marked by car and software repairs. Procurement of a starter for Lanos/Lacetti/Aveo for UAH 2.7 thousand, spare parts for UAH 2.8 thousand and tires for UAH 1.4 thousand appeared in the Prozorro system. At the same time, the department paid for software-related services twice - for UAH 12.7 thousand and UAH 3.7 thousand. At the end of the month, a Holmer electric kettle was purchased for UAH 970.
In April, the department focused on transportation and digital infrastructure. UAH 10.9 thousand was spent on maintenance of DAEWOO Lanos, and another UAH 7.6 thousand was spent on Internet connection and creation of a structured Ethernet cable network.
In May, the list of purchases was reduced, but not without basic expenses. The Department purchased diesel fuel for more than UAH 25.6 thousand and published a purchase of natural gas for almost UAH 77 thousand. This demonstrates that energy resources remain a constant and one of the most expensive items in the institution's budget.
As a result, over half a million hryvnias in five months is how much the Department of Municipal Economy of Kherson City Council spent on utilities, fuel, security, car repairs, and even an electric kettle. Most of the money was spent in January - over UAH 413 thousand in just one month.
By comparison, the Department of Municipal Economy of the Odesa City Council has announced procurements worth almost UAH 90 million since the beginning of 2026. Most of the money was spent on major repairs of residential buildings, elevators, and emergency repairs after the war damage.
