Individuals implicated in NABU cases have applied for the renovation of a high school in the Odesa region

In the Odesa region, more than 100 million hryvnias are planned to be spent on the renovation of the Balt Lyceum, but only one bidder submitted a proposal for the tender. The company’s founders include former government officials, and the consortium itself may lose the contract to renovate the Odesa Infectious Diseases Hospital.
The Center for Public Investigations examined the terms of the tender and uncovered what the potential contractor’s past had concealed.
In August, the Department of Capital Construction and Road Infrastructure of the Odesa Regional State Administration announced a procurement for the renovation of the buildings and boiler room of the Oles Honchar Balt Lyceum. The estimated cost of the work was over 100 million hryvnias.
The only company to submit a bid was the “Avis” consortium. As of September 21, the contracting authority had not yet selected a winner.
According to YouControl, the consortium was registered in 2024 with a statutory capital of 50,000 hryvnias. Andriy Zhinchin is the director and one of the founders; half of the company is owned by Bronislav Tsurkan. Zhynchin previously worked as an assistant and advisor to Yuriy Shumakher, a member of the Odesa City Council, while Tsurkan was the head of the housing and utilities department at the Ovidiopol District State Administration.
The consortium was formed by two companies—“SK Avtostroy” and “Inzh-Stroy.” The former was part of the “Rostdorstroy” group for some time. Additionally, “SK Avtostroy” LLC was mentioned in a NABU case involving the Kaufman-Granovsky criminal organization and in proceedings regarding tax evasion. "Inzh-Stroy" LLC is also implicated in a tax evasion case.
During its time in operation, the consortium has secured government contracts worth over 438 million hryvnias.

At the same time, the Commercial Court is currently considering a lawsuit filed by the Odesa City Council’s Capital Construction Department seeking to terminate one of the contracts with the “Avis” consortium. This likely refers to the contract for the renovation of the Valikhovsky wing of the Odesa City Clinical Infectious Diseases Hospital, worth 148 million hryvnias, which was signed in September 2024.
