In the Kherson region, the cost of renovating the Velyka Oleksandrivka Hospital has dropped by 18 million

After the previous tender was canceled, the renovation of the Velyka Oleksandrivka Hospital was put up for auction again. This time, the cost of the work was reduced by 18 million, and the sole bidder was once again the company whose proposal had previously been rejected.

This was reported by the Center for Public Investigations.

The Velyka Oleksandrivka Village Council has closed the submission period for bids to carry out major repairs at the hospital. The estimated cost of the project is 93.8 million hryvnias, excluding VAT. The work will be funded under the Ukraine Recovery Program III with support from the European Investment Bank, as well as from the local budget.

The project covers the first phase of reconstruction of the medical facility’s buildings at 204 Svobody Street in Velyka Oleksandrivka. The renovation is scheduled to be completed by December 25, 2027.

The only bid submitted for the tender was from “Opytnyi Zavod M” LLC, which offered to perform the work for 93.8 million hryvnias—just 23,400 hryvnias less than the estimated cost. The tender committee has already reviewed the bidder’s documents, but a decision on awarding the contract has not yet been announced.

The previous tender was announced in June with a budget of over 112 million hryvnias. At that time, “Experimental Plant M” LLC was also the only participant, but its bid was rejected due to non-compliance with the technical requirements and conditions of the tender documentation. The contracting authority noted that the identified deficiencies could not be remedied.

According to theYouControl analytical system, the company was registered in 2005 in Mariupol. After the start of the full-scale war, it changed its legal address and is now registered in the Khust District of Zakarpattia Oblast. The company’s owner is Natalia Sapolkin. Since 2017, the company has earned over 1.7 billion hryvnias from government procurement contracts.

As reported by Intent, the company is also mentioned in a criminal case regarding the possible embezzlement of budget funds during the reconstruction of the Zmiiv Thermal Power Plant, which is currently under investigation by law enforcement agencies.
