In the Kherson region, 7 million was overpaid for electricity for the military

The Court of Appeals upheld the ruling ordering the repayment to the Ministry of Defense of Ukraine of nearly 7.7 million hryvnias in overpayments for electricity supplied to military units in the Kherson region.

This was reported by the Office of the Prosecutor General.

In 2021, a contract worth 20.6 million hryvnias was signed to supply electricity to military units.

Subsequently, the parties signed ten supplementary agreements. Under these agreements, the cost of electricity increased by more than 80%.

The prosecutor’s office determined that there were no legal grounds for such a price increase. As a result, the state budget overpaid the supplier nearly 7.7 million hryvnias.

The Kherson Specialized Prosecutor’s Office for Defense Affairs of the Southern Region filed a lawsuit. It sought to have the supplementary agreements declared invalid and to recover the overpaid funds for the state.

In April 2026, the Commercial Court of Odesa Oblast granted the claim. The court declared all ten additional agreements invalid and ordered the supplier to return nearly 7.7 million hryvnias to the Ministry of Defense.

The company disagreed with the decision and filed an appeal.

In September 2026, the Southwestern Commercial Court of Appeals dismissed the supplier’s appeal. The decision of the court of first instance was upheld.

Consequently, the company must return nearly 7.7 million hryvnias to the Ministry of Defense, which was overpaid for electricity supplied to military units in the Kherson region.

As Intent previously reported, more than 3.1 million hryvnias were overpaid from the budget during the construction of a shelter in Kherson. The police believe this could have been avoided if those responsible for oversight had properly checked the work and documentation.
