The High Anti-Corruption Court released three defendants in the case involving embezzlement at the South Ukraine Nuclear Power Plant. According to the investigation, a scheme was organized at the plant to embezzle 27.9 million hryvnias in public funds.

The Center for Public Investigations examined the details of the case.

According to the court registry, the case involves the former CEO of the South Ukraine Nuclear Power Plant, Vissarion Kim; his son, Artem Kim; and the plant’s former deputy CEO, Volodymyr Bohatchuk.

According to the prosecution, between 2007 and 2012, Vissarion Kim, who headed the South Ukraine Nuclear Power Plant, organized a scheme to embezzle budget funds in collusion with others. Two counts of the case involved losses totaling 27.9 million hryvnias.

All three were charged with abuse of power or official position.

On September 21, 2026, Vissarion Kim requested to be exempted from criminal liability due to the expiration of the statute of limitations. Subsequently, similar motions were filed on behalf of the other two defendants. All three agreed to the dismissal of the proceedings on this ground.

On October 15, 2026, a panel of judges at the High Anti-Corruption Court concluded that there were legal grounds for exemption from criminal liability, since the statute of limitations had expired and the court had not established any circumstances for its suspension or interruption.

Separately, the court lifted the seizure of Vissarion Kim’s house and apartment, which had been imposed in 2018 to secure the possible confiscation of the property. After the case was closed, the court found no grounds for further restrictions on his property rights.
