The director of a construction company was ordered to post bail on suspicion of embezzling public funds during road repairs near residential buildings in Pivdennoukrainsk. According to investigators, the losses to the community could have amounted to nearly three million hryvnias.

The Center for Public Investigations examined the details of the case.

According to the case file, the project involved repairing the asphalt concrete pavement near five residential buildings on Nezalezhnosti and Sobornosti Avenues and Mriy Boulevard. In November 2025, the director of Etalon-Bud Construction and Installation Firm LLC entered into a contract with the municipal enterprise “Housing and Maintenance Association” of the South Ukrainian City Council for over 3.1 million hryvnias.

According to the findings of a judicial construction and technical expert examination, the thickness of the laid asphalt averaged 54.3 millimeters instead of the 60 millimeters specified in the project. Law enforcement officials also pointed out that the compaction and water saturation indicators did not comply with building codes.

Law enforcement officials believe that the director signed a certificate containing false information about the work performed. In December 2025, the municipal enterprise transferred funds to the contractor, and the estimated amount of potential losses to the community was assessed at nearly 2.9 million hryvnias.

The director of Etalon-Bud Construction and Installation Firm LLC was notified of the charges on October 6, 2026. He is charged with misappropriation of property through abuse of official position on an especially large scale and official forgery.

The investigator requested that the suspect be detained for 60 days with bail set at 2.8 million hryvnias. The defense objected, arguing that the charges and risks were unfounded, and asked the court to take into account that the man has a wife and two young children, no longer manages the company, and has no access to its documents.
