Former Secretary of the Housing and Utilities Committee Sentenced in Odessa Following an Investigation by Intenta

In Odesa, Diana Fursenko , the former secretary of the municipal enterprise “ZhKS ‘Porto-Frankivskyi,’” was found guilty of aiding and abetting the abuse of official position. She helped carry out a scheme involving fictitious employment, which caused nearly half a million in losses to the budget.
This was reported by the Center for Public Investigations.
According to the case file, in April 2024, the woman agreed to be officially hired as the secretary to the company’s director, even though she knew she would not show up for work or perform her duties. Despite this, she was paid a monthly salary from late April 2024 through July 2025.
According to the investigation, the scheme involved the acting head of the company and the head of the human resources department. She transferred the money that was deposited into her account as salary to the bank accounts specified by the organizers. Thus, investigators believe that she helped carry out the scheme to misuse budget funds.
During the period of her formal employment, the enterprise paid her nearly 396 thousand hryvnias in wages, even though she did not actually perform any work. In addition, over 87 thousand hryvnias were paid as a single social contribution. The total amount of losses incurred by the municipal enterprise and the budget of the Odesa City Territorial Community exceeded 482,900 hryvnias.
During the trial, the defendant entered into a plea agreement with the prosecutor. The court took into account that she had sincerely repented, cooperated with the investigation, and partially compensated for the damages caused.
As a result, the court found Fursenko guilty of aiding and abetting the abuse of official position. She was sentenced to three years in prison, fined 17,000 hryvnias, and barred for two years from holding positions in government bodies involving organizational, managerial, administrative, or economic functions. At the same time, she was exempted from actually serving her sentence, with a one-year probationary period established.
Also, in early June in Odesa, a verdict was handed down toAlla Ivanova, a housing maintenance supervisor at Production Unit No. 3 of the municipal enterprise “ZhKS ‘Porto-Frankivskyi.’” According to the investigation, the official was involved in a scheme involving the fictitious employment of so-called “dead souls” and the illegal exemption of men from mobilization.
And in May, a verdict was handed down toYuriy Gulli, the head of Production Unit No. 1 at the municipal enterprise “ZhKS ‘Porto-Frankivskyi.’”According tothe investigation, the official did not act alone but in collusion with the enterprise’s management and employees.
