Former head of the Migration Service Moraru arrested in Odesa for concealing income

The former head of one of the departments of the Main Directorate of the State Migration Service of Ukraine in Odesa region was served a notice of suspicion of illicit enrichment. The former official acquired assets exceeding his income and tried to hide them from declaration.
This was reported by the press service of the Odesa Regional Prosecutor's Office.
According to the investigation, he forgot to declare UAH 13 million. To conceal the illegally acquired property and avoid criminal liability, the former official organized a complex scheme for re-registering assets. He used the available documents confirming ownership and the seals of two law firms, which he kept at home.
The official transferred his real wealth to the authorized capital of two controlled companies. He included his mother among the founders, who became the sole owner of these companies. After that, part of the property from one of the companies was re-registered to her as an individual.
Under this scheme, the former official concealed from declaration an apartment, office space, land plots, several shops, a garage in Bilhorod-Dnistrovskyi district, as well as real estate and land plots in Odesa. One office in Bilhorod-Dnistrovskyi alone is valued at almost UAH 1.9 million, and an apartment in the same district is worth about UAH 1.8 million.
Two more cases against this former official are currently pending in court. In the first one, he is accused of making false declarations: the information he submitted for 83 million hryvnias differed significantly from the real ones. The other case concerns the abuse of influence, when the former official tried to influence a judge to make a favorable decision. At the request of the prosecutor's office, the suspect is in custody.
In June 2024, the SBI exposed migration service officials who wanted to make money on a foreigner. Andrii Moraru was among the detainees. After that, the HACC began consideration of the case on confiscation of the Mercedes-Benz car. The car, worth more than UAH 5 million, belonged to the official's mother, , who did not even have a driver's license.
In March 2025, the Appeals Chamber of the High Anti-Corruption Court upheld the decision to confiscate the Mercedes-Benz G400 D used by the former official.
Last year, Intent wrote that the head of one of the departments of the State Migration Service in Odesa region , Moraru , who was suspected of concealing property in his 2023 declaration, was dismissed from his post.
