The State Audit Service has launched an investigation into the procurement of a shelter for a high school in the village of Mykhailivka, Mykolaiv Oblast, following the rejection of the two lowest bids.
This is evidenced by data from the Prozorro public procurement system.
The tender was announced in September, and the contracting authority was the Department of Education, Culture, Youth, and Sports of the Stepivka Village Council in Mykolaiv District. The project involves the construction of a radiation shelter for students and staff of the Mykhailivka Lyceum at 1A Naberezhna Street.
The estimated cost of construction was 52.4 million hryvnias. The work is planned to be funded under the European Union’s Ukraine Facility program.
On October 5, the Southern Office of the State Audit Service in Mykolaiv Oblast began monitoring the procurement process. Auditors are examining how the contracting authority reviewed and evaluated the bid proposals.
Three companies participated in the tender. The lowest final bids were submitted by Interbud Construction Company LLC and Altaprombud LLC—44.75 million hryvnias and 44.75 million hryvnias, respectively, excluding VAT.
However, the contracting authority rejected the bids from both companies. According to Prozorro, the system automatically detected a risk related to the fact that the bidders were not given the opportunity to correct discrepancies in their documents within 24 hours.
“YUR Project Bud” LLC was declared the winner, having offered to perform the work for 51.33 million hryvnias, excluding VAT. The contract with the company was signed on October 5. Its value amounts to 61.6 million hryvnias, including VAT.
Thus, the winning bidder was a company whose proposal was approximately 6.58 million hryvnias (excluding VAT) more expensive than that of the first rejected bidder. At the same time, the final legality of the contracting authority’s actions must be assessed by auditors based on the results of their monitoring.
As Intent previously reported, the construction of a school shelter for the Mykhailivsky Lyceum has become the focus of a criminal investigation. Investigators are examining whether the multimillion-hryvnia project has turned into a scheme to embezzle budget funds.
