An additional 100 million has been allocated for the repair of 10 kilometers of road in the Mykolaiv region

In the Mykolaiv region, additional repairs were commissioned for a 10-kilometer section of the Mykolaiv–Domanivka–Berizky road at a cost of over 102 million hryvnias. The work was awarded without a competitive bidding process to a company that had previously received over 200 million for repairs on the same section.

The Center for Public Investigations examined the details of the procurement and the contractor’s activities.

According to Prozorro data, the project involves the T-15-06 highway on the section from km 60+094 to km 70+094. The work is scheduled to be completed by December 20, 2027.

The contracting authority justified awarding the contract without a new tender by citing Cabinet of Ministers Resolution No. 1178. It allows for additional work to be ordered from the same contractor if its cost does not exceed 50% of the price of the main contract.

At the same time, this is not the first contract for this section of the road. As Intent reported, in May, the Infrastructure Restoration and Development Service in the Mykolaiv region announced a tender for its routine repair with an expected cost of over 252 million hryvnias. Among the bidders was Techno-Bud-Cent LLC, which offered to perform the work for 246.72 million hryvnias—nearly 5.5 million less than the estimated cost.

According to YouControl, the company was registered in Ternopil in 2005. Its main area of activity is the construction of roads and highways. The founders are Andriy Yarema and Yuriy Khanin. Since 2017, the company has received over 27 billion hryvnias through government tenders.

The company has also been implicated in criminal proceedings regarding the possible overestimation of the cost and scope of roadwork, official forgery, and the possible misappropriation of budget funds. In May 2026, law enforcement officers conducted a search of the company’s office.

Also in August, over 3.5 billion hryvnias were allocated for road repairs in the Mykolaiv region. After the previous tender for this same project was canceled, the company that had won the initial bid submitted a bid again.
