A new company, with no competitors, was awarded a 15-million contract in the Kherson region using EU funds

A company from Zakarpattia, which has no experience with public tenders and has been in business for less than a year, became the sole bidder and winner of a tender for the renovation of a school cafeteria in a village near the front lines in the Kherson region—the contract is funded by the European Union.

The administration of the regional high school, located in the village of Bila Krynytsia, announced the tender on July 20. The scope of the procurement is the renovation of the school’s first-floor premises to serve as a cafeteria with a central kitchen. The tender’s estimated value was 15,138,000 hryvnias.

Only one company submitted a bid, offering to perform the work for 15 million 9 thousand hryvnias—which is 129 thousand hryvnias less than the estimated cost.

On August 11, this bid was reviewed, and the company was declared the winner. 

Although the presence of only one bidder does not formally violate current legislation and does not prevent the selection of a winner, there was no real competition among contractors over price in this case.

A contract with the contractor is currently expected to be signed.

According to YouControl, the company in question is Budvistaproekt LLC, registered in Perechyn, Zakarpattia Oblast, in October 2025. In other words, at the time the tender was announced, the company had been in existence for only about nine months, and this procurement marked its first participation in a public tender.

The contractor must complete the work by December 10, 2026.

The procurement is linked to the European Union’s Ukraine Facility aid program—the relevant donor and the requirements regarding the origin of goods and materials are explicitly stated in the tender documentation.

Budvistaproekt’s primary activity is the construction of residential and non-residential buildings. The company’s authorized capital is only 10,000 UAH. The director is Olena Tsarytsenko, and Yaroslava Trebik is among the founders.

 “Budvistaproekt” reported zero revenue and zero net profit. It has one employee.
