A Million in Cash and a Mitsubishi: Director of a Children's Hospital in Mykolaiv Reveals Her Assets

Lyubov Savchuk, director of the children’s hospital in Mykolaiv, filed a financial disclosure statement upon her resignation. In the document, she listed her property, income, and financial assets as of the end of her tenure. 

This is evidenced by the former official’s declaration.

According to the declaration, Savchuk owns a 49.7-square-meter apartment in Mykolaiv, which she purchased in 2019 for 297,600 hryvnias.

She also declared a 2009 Mitsubishi Lancer passenger car, purchased in May 2023. At the time of purchase, its value was 200,000 hryvnias.

The largest asset listed in the declaration was cash—one million hryvnias. In addition, the official has an account at PrivatBank, and her daughter has another account at the same bank.

In the first seven months of 2026,Lyubov Savchuk received 284,964 hryvnias in salary from Municipal Children’s Hospital No. 2. She also declared 928 hryvnias under the “National Cashback: Made in Ukraine” program. The declaration separately notes that her daughter received 28,000 hryvnias in child support.

The declaration contains no information regarding unfinished construction projects, valuable movable property, securities, corporate rights, intangible assets, or other items subject to declaration.

In June, the Center for Public Investigations, in collaboration with Intent, analyzed the 2025 financial reports of 14 heads of municipal medical facilities. The study covered the declarations of the heads of City Hospitals Nos. 1, 3, 4, and 5; City Children’s Hospital No. 2; Maternity Hospital No. 3; and Primary Health Care Centers (PHCCs) Nos. 1–7. 

In total, they reported over 27.9 million hryvnias in income and 12.9 million hryvnias in savings.
