A former cafe in Odesa was sold for 93 million to the owner of a chain of stores

The National Bank held an auction for the sale of a damaged building complex in Odesa, which had previously been destroyed by Russian attacks. The winner of the auction was a company associated with a local businessman, offering an amount almost four times higher than the starting price.

In early May, the National Bank of Ukraine held an electronic auction for the sale of a complex of buildings at 8A Shevchenko Avenue in Odesa, the address where the Profitroli confectionery used to operate. The property was put up for auction through the Prozorro.Sale system after it was heavily damaged by missile attacks by Russian troops in 2024.

It was a complex with a total area of 2,334.6 square meters (the actual area exceeded 3,053 square meters), located in the Prymorskyi district of Odesa. At the time of the sale, the land issues were still in the process of being formalized. The starting price of the property was UAH 24.77 million, and its initial cost of acquisition by the National Bank was UAH 42.53 million.
The sale took place on the basis of a decision of the NBU Board to dispose of the asset. The conditions stipulated that the buyer had to pay an additional value added tax of 20% of the difference between the sale price and the acquisition cost if the final amount exceeded the initial one.

The auction gathered six bidders and was competitive. Already in the first round, bids rose to more than UAH 50 million. In the second round, the key competition was between Almatin Odesa LLC and VK Octopus LLC, which simultaneously raised their bids to UAH 77 million.
In the final, the production and commercial company Osminog LLC won, offering UAH 93 million, just one hryvnia more than its closest competitor. The third place finisher was a bidder with a bid of UAH 77.78 million.
The winner was VK LLC "Osminog" - an Odesa-based company that, according to the YouControl analytical system, was founded in 1992 and specializes in real estate management. The company's ultimate beneficiary is Dmytro Frankel, known in Odesa as the founder of the Obzhora supermarket chain and the head of a number of other businesses in the region.

The history of the facility is linked to Imexbank, which previously owned the complex and was liquidated by the National Bank due to insolvency. In 2021, the Odesa Court of Appeal ruled to recover more than UAH 309 million from the bank's owner in favor of the NBU to repay the debt on the stabilization loan.
As a result of the auction, the buyer was obliged to pay VAT on the difference between the sale price (UAH 93 million) and the cost of acquiring the asset - about UAH 50.5 million. In addition, all expenses related to the execution and notarization of the sale and purchase agreement were also borne by the winner of the auction.
The National Bank of Ukraine has also once again put up for auction an integral property complex located in Odesa at 34, 19th kilometer of Starokyivska Road, with a total area of 25,659.9 square meters.
