A 100-million tender was held near Odesa: the winner was a firm with ties to a sanctioned businessman

A company that journalists have linked to entities associated with sanctioned businessman Araik Amirkhanyan may receive nearly 95 million hryvnias for the renovation of a high school, including the construction of a shelter, in the Odesa district. Despite the project’s significant cost, only one bidder participated in the tender.
This was reported by the Center for Public Investigations.
The project involves the renovation of the“Kryzhanivsky” high school in the village of Kryzhanivka. The procurement was announced on June 26 by the Department of Education, Culture, Tourism, Youth, and Sports of the Fontanka Village Council. The project involves renovating the school building and constructing a shelter.
The estimated cost of the work is 100.4 million hryvnias. The project is planned to be funded from the local budget, with reconstruction scheduled for completion by the end of 2028.
Only one company submitted a bid in the open tender — Roadbudpivden LLC—which offered to perform the work for nearly 95 million hryvnias, which is 5.4 million less than the estimated cost. The client is currently reviewing its proposal.
According to YouControl, the company was registered in July 2025 in the village of Fontanka. Its founder and director is Serhiy Strokin, and its authorized capital is 100,000 hryvnias.
Although the company has been operating for less than a year, it has already secured government contracts worth more than 275 million hryvnias, of which approximately 267 million were awarded in the first half of 2026 alone. Its clients include municipal utilities, local government bodies, the Local Road Service, and the Ukrainian Sea Ports Authority.
Previously, journalists from “Anticorruption Dimension” noted that when participating in one of the tenders, the company did not have its own material and technical resources to carry out roadwork. In its documentation, it listed only five skilled workers, while all specialized equipment was leased from DBK DorService LLC.
According to journalistic investigations, “DBK DorService” is part of the “BK DorService” group of companies, which is linked to businessman Araik Amirkhanyan.
Amirkhanyan has been subject to sanctions by the National Security and Defense Council (NSDC) since 2021. He was also stripped of his Ukrainian citizenship after the Security Service of Ukraine (SBU) reported that he held dual citizenship.
Previously, the security service reported suspicions regarding financial transactions with the occupying authorities in Crimea, the illegal smuggling of people across the state border, and the seizure of property belonging to Ukrainian enterprises. In 2020, the businessman was placed on the wanted list.
The Center for Public Investigations also notes that even after the sanctions were imposed, companies that journalists link to the Amirkhanyan family continue to bid on large government contracts. If the bid submitted by Roadbudpivden LLC is deemed to meet the procurement requirements, the company will receive yet another multimillion-dollar contract.
