Vitalii Barvinenko's 2024 Declaration: ₴650K Savings, Loan Details, and Legal Issues

In 2024, the savings of Vitalii Barvinenko, the head of the Odesa District Council, amounted to UAH 650 thousand and USD 35 thousand, which is 3.6 times and seven times more than in 2023, respectively.
This is evidenced by the declaration of the head of the district council published by the National Agency for the Prevention of Corruption.
However, he has stopped keeping cash in euros - in the declaration for 2023, the head of the district council had 5.2 thousand euros, while in last year's declaration, he did not. On the contrary, Vitalii Barvinenko's wife Karina's dollars decreased from 65 thousand in 2023 to 20 thousand in 2024, while hryvnias increased from 800 to 900 thousand.
As for income, just like in 2023, Vitalii Barvinenko himself was the only source of income, but in 2023 he declared one salary and a pension, and in 2024, in addition to the UAH 870.8 thousand he earned as chairman, he also declared UAH 47,189 earned part-time at the National University of Odesa Polytechnic. Another income was Vitaliy Barvinenko's pension of UAH 176,428.
Vitaliy Barvinenko also owed a loan of UAH 276,798. This loan was issued to himself in 2023. He also still has his cars: Toyota Camry 2023, which he bought in the same year, VAZ 2101 made in 1979, Toyota Land Cruiser 2016 and Land Rover discovery 4 2012.
Vitaliy Barvinenko declared no real estate:
- Two land plots in the village of Marlakhivka, Kyiv district, with a total area of 2.8 thousand square meters.
- Apartments: in Kyiv (27.9 sq. m.), Odesa (54.4 and 43.6 sq. m., the second one is his wife's apartment), Zatoka (38.7 sq. m.), Greece (53 sq. m.).
- A non-residential property in Mariupol with an area of 50.7 sq. m. (owned since 2011).
- Two apartments in Odesa with an area of 63.1 and 48.8 square meters, which he received as a gift the year before last.
As for accessories, Vitaliy Barvinenko still prefers Swiss watches. He owns six of them - two Breguet and one each of Vacheron Constantin, Patek Philippe, Ulysse Nardin and Harry Winston.
In February, the High Anti-Corruption Court of Ukraine approved a plea agreement between the prosecutor and Vitaliy Barvinenko. Under the agreement, the former MP was found guilty of illegally receiving UAH 613,000 in compensation for renting an apartment in the capital, i.e. committing a crime under Part 2 of Article 364 of the Criminal Code of Ukraine. The damages caused by the former MP's illegal actions were compensated in full.
The court sentenced the person to three years in prison with a one-year disqualification to hold public office and a fine of UAH 17,000. At the same time, the court released Vitaliy Barvinenko from serving the main sentence with probation, setting a probationary period of 1 year.
