Village council in Odesa region accused of concealing inflated prices for shelter repairs

The capital construction department of the Avanhardivka village council in Odesa region entered into an agreement with the limited liability company RSK Odesa to repair the shelter for UAH 16.5 million without disclosing information on the prices of material resources.
The prices were inflated, Nashi Hroshi reported.
The journalists also noted that the publication of information on prices for material resources, an integral part of the contract, is mandatory, so the village council, in the journalists' opinion, violated the law.
However, in the summary of resources provided in the bid, the journalists found that concrete B15 (M200) was included at UAH 4,639 per cubic meter. Instead, the Odesa-based company High-Rise Construction Holding sells such concrete for UAH 3.80 per cubic meter, which is 34% cheaper, and the company Westt sells it for UAH 3.150, which is 32% cheaper.
Concrete B25 (M350) was ordered at UAH 4,883 per cubic meter. "High-Rise Construction Holding sells it for UAH 3,340, which is 32% cheaper, and Westt sells it for UAH 3,550, which is 27% cheaper.
The delivery of B15 and B25 concrete costs the same - UAH 1,128 per cubic meter. The distance between Odesa and Avangard is 13 kilometers, and the same High-Rise Construction Holding offers concrete delivery services for 11-15 kilometers at UAH 190 per cubic meter, which is almost six times cheaper.
The EI60 fireproof door blocks were ordered at UAH 23.40 per square meter. Instead, they can be purchased at for 3.5 to 4 times cheaper, for example, Euroservice offers such doors for 6.6 thousand hryvnias, and the Favorit Doors store for 5.9 thousand.
Extruded polystyrene foam of 35 kilograms per cubic meter with a thickness of 50 millimeters was priced at UAH 6.7 thousand per cubic meter, and the Kub construction base offers it at UAH 4.4 thousand, which is 34% cheaper.
In Avangard, an urban-type settlement 13 kilometers from Odesa, they plan to repair the shelter in the Berizka kindergarten at 26a Dobrianskoho Street, which is designed for 150 people. By April 2026, dismantling, excavation and construction work, water and sewerage systems, electrical, heating, ventilation and fire alarm systems are to be installed. It also provides for the installation of a vertical lift for people with disabilities.
The contract price is dynamic and includes UAH 1.2 million for additional costs due to inflation. The works will be financed from the local budget.
According to the YouControl service, RSK Odesa LLC was registered in 2017. It is currently managed by Oleksandr Derevianko and owned by Yulia Savshak. Since 2021, the company has received government orders worth UAH 58.5 million, most of them from the Main Department of the National Police in Odesa Oblast.
