Rostdorstroy Wins ₴36.2M Contract to Repair War-Damaged Homes in Kherson Oblast

Despite numerous scandals, the Odesa-based Rostdorstroy company has been awarded a contract to repair houses damaged by the war in Kherson Oblast. The cost of the work amounted to over UAH 36 million, and the restoration of the village of Posad Pokrovske is being carried out at the expense of the Ukrainian government.
This is evidenced by the data of the electronic public procurement system Prozorro.
Odesa-based Rostdorstroy, which has repeatedly come under scrutiny by law enforcement and journalists due to numerous scandals, has been awarded a contract to overhaul private homes destroyed by Russian aggression in Kherson Oblast.
The cost of restoring houses on Husynska (houses 25, 35, 41, 66, 81, 87, 95, 97) and Poltavska (houses 2, 11, 13, 31, 33, 44, 46, 48, 52, 58, 61, 63, 82) streets amounted to UAH 36.2 million.
Despite numerous scandals and criticism for improper contract performance in the past, Rostdorstroy was awarded the right to rebuild the destroyed buildings.

In March 2022, the village of Posad-Pokrovske, located on the border of Kherson and Mykolaiv regions, was on the front line. This area became a zone of active hostilities for eight and a half months. Despite numerous attacks by Russian troops, the village was not captured and is now being actively restored.
An auction for the repair of destroyed houses in Posad Pokrovsky was scheduled to take place on March 26, but only one bid was received from Rostdorstroy. Its proposal is currently awaiting a decision.
The ultimate beneficiaries of the company are Odesa City Council deputy Yuriy Shumacher, a representative of the "Trust the Deeds" party, and businessman Yevhen Konovalov. In addition, the company has close ties to the party of Mayor Hennadiy Trukhanov.
According to the YouControl online service, the company was registered in 2005. The company's main activity is the construction of roads and highways. The company has been featured in journalistic investigations 20 times. And the company has earned more than 76 billion hryvnias in public tenders.

Last January, the Economic Court of Odesa Oblast considered a lawsuit filed by the Odesa Oblast Prosecutor's Office against Rostdorstroy. Under the terms of the agreement, the company was supposed to complete the repairs by December 31, 2022, but the deadline was postponed due to Russia's full-scale invasion. At the same time, the prosecutor's office claimed that the work had not begun, although the company was to receive more than UAH 500 million.
At the end of February 2025, the Kherson Oblast Reconstruction Service announced tenders for the repair of damaged buildings. Five tenders totaling more than UAH 238 million were issued to restore roofs, facades, utilities, and interior spaces.
In March, the government of Ukraine allocated UAH 5.2 billion for the comprehensive reconstruction of five settlements, including Posad-Pokrovske. The plan is not only to rebuild the damaged property but also to improve the infrastructure to improve the living conditions of local residents.
