Official from Mykolaiv region submits declaration after being suspected

A starosta from Mykolaiv region was punished for deliberately ignoring the obligation to declare. The court found that the official deliberately delayed filing the declaration despite official warnings and experience in self-government.

Arbuzynskyi District Court found Anatolii Moroz, the head of Sadivskyi district , guilty of intentional violation of declaration requirements. Although the official was officially warned about the renewal of the obligation to file declarations and the need to submit the document by April 1, 2024, he did so only in September 2025, when he had already received a suspicion.
The case file shows that the official has been working as a starosta of the Sadiv starosta district of the Blahodatne community since 2020. This obliged him to submit an annual income and property declaration for the previous year by April 1.
After the start of the full-scale invasion, the declaration was temporarily suspended, but resumed in 2023. Deputies and community officials were officially informed about this at the session. Moroz himself confirmed that he was present and knew about the new deadlines for submitting declarations.
Despite this, he did not submit the document from January to April 2024. In court, he explained that he had technical difficulties, had a lot of work and was doing volunteer work. He filled out the declaration only in September 2025, after he had been notified of suspicion. The starosta insisted that he did not want to conceal the property and was remorseful.
The court appreciated these explanations, but took into account that he had been working in local government since 2010, had filed declarations on time before and was well versed in the procedure. The court regarded the prolonged failure to submit documents as a deliberate violation.
As a result, Moroz was fined UAH 42,500 and banned from holding positions related to the performance of state or local government functions for a year.
The starosta's declaration, published on the NACP website, confirms that he submitted the document for 2023 only on September 23, 2025, i.e. during the criminal proceedings. It states that the official and his wife own two large plots of land: 73.6 thousand and 70.8 thousand square meters, respectively, purchased on the same day in 2016.
In the section on transportation, the official declared three cars. He himself owns a 1987 VAZ 2108 and a 2000 Volkswagen Golf, purchased in 2023 for 80 thousand hryvnias, which is significantly lower than the average market price. His wife owns a 2008 Renault Trafic, but did not indicate the cost of the car in her declaration.
According to the document, in 2023, the official received UAH 243 thousand in salary paid by the Blahodatne village council. His wife's income in the form of a salary from the same body amounted to UAH 138 thousand.
The HACC recently concluded that some of the property of the former head of the Odesa tax service was unjustified. It is about expensive cars with a market value exceeding UAH 5 million. According to the investigation, the former head of the Main Department of the State Tax Service in Odesa region, Ruslan Khvan, and his family purchased these cars at significantly reduced prices.
