Odesa terminates 70 million contract with a newcomer to repair veterans' hospital

The partial reconstruction of the building of the Veterans' Hospital in Odesa on Fontanska Road was to be carried out by a complete newcomer to the market, the Construction Technologies consortium. The deal was worth UAH 69.9 million.

According to the Center for Public Investigations, the Department of Capital Construction and Roads of the Odesa Regional State Administration announced repeated open bidding with specifics for the reconstruction of the veterans' hospital building in Odesa. Requests for clarification and appeals against the terms and conditions are accepted until June 28. The deadline for submitting bids is July 1. The auction will take place on the same day.

The first auction in Prozorro was held on May 5, also in the format of open bidding with peculiarities, and only one company participated in it - the sameConstruction Technologies consortium. Despite the lack of experience in the market and the company's newness, the agreement for UAH 69.9 million was signed on May 9.

According to Opendatabot, the consortium was registered on March 4, 2025, in Kyiv. That is, the company is only 2 months old, and it has already received a contract for almost UAH 70 million. The company is headed by Director Oleksiy Bakytko. The founders are two Ukrainian legal entities - Trading House FRAY LLC, which owns 51% of the authorized capital, and Soyuzenergoremont, a private production enterprise, which owns 49%. Anatoliy Mazurat and Oleg Galyuka were listed as the ultimate beneficiaries.

However, on June 2, the agreement was terminated. And not because of the contractor's ignorance. According to the protocol of the decision cancellation, the winner of the auction submitted documents that did not comply with the current legislation.

Recently, a tender for the construction of a shelter for a lyceum in Lyman for UAH 68.6 million in the interests of the Department of Education, Culture, Youth and Sports of the Lyman Village Council of Odesa Oblast was held by the municipal enterprise Centralized Procurement Organization of the Odesa Oblast Council (CPO). However, the Law on Public Procurement does not provide for procurement of works through the CPO.
