National Guard in Odesa Procures 3 Ford Transit Buses for ₴7.8M

A military unit of the National Guard in Odesa has conducted a simplified procurement for the purchase of three vehicles for a total of UAH 7 million 818 thousand.

This is reported in the Prozorro electronic procurement system.

The procurement was carried out under a simplified procedure with a single participant, Mustang Motors Limited Liability Company. The company is to sell three Ford Transit Minibus vehicles to the National Guard by May 25, 2025.

According to the YouControl service, the LLC was registered in 2017 in Odesa. The ultimate beneficiary is Oleksandr Kaufman.

According to the publication "Anti-Corruption Dimension", Oleksandr Kaufman is the brother of businessman Borys Kaufman, who, together with former MP Oleksandr Hranovskyi, is accused of creating a criminal organization to control the economic life of Odesa. In addition, Oleksandr Kaufman was an aide to Hranovskyi when he was an MP.

Simplified procurement is the purchase by the customer of goods, works and services whose value is equal to or exceeds UAH 200 thousand, and works - UAH 1.5 million, or in some cases - equal to or exceeds UAH 1 million, and works - UAH 5 million.

Earlier, the same military unit used the same procedure to select Avtograd Odesa for the supply of three Mitsubishi L200 2.4 MT Intense 4WD vehicles. According to the YouControl service, this LLC was registered in 2016 in Odesa. The ultimate beneficiary is Oleksandr Kaufman.

Oleksandr Kaufman is also the ultimate beneficiary of Basis Auto LLC, which in November 2024 sold a minivan made by the South Korean manufacturer Hyundai Staria to the state enterprise Izmail Sea Commercial Port for UAH 2 million 34 thousand. At the time, the procurement was conducted without the use of an electronic system.

In October of the same year, the Odesa Commercial Sea Port selected a subsidiary of Basis Auto as the supplier of two minibuses. The procurement was conducted in the format of an open tender with special conditions, and the company was the only participant. The company expects to receive UAH 4 million 761.4 thousand for the vehicles.
