Mykolaiv Launches ₴60.6M Boiler House Modernization Tender After Cancellations

Mykolaiv has announced a second auction for the modernization of the boiler house. More than UAH 60 million was allocated for this purpose. The tender was canceled due to excessive requirements for participants.

This is evidenced by data from the Prozorro electronic public procurement system.

It is planned to reconstruct the boiler house of the regional utility company Mykolaivoblteploenergo, located on Kurortna Street. For this purpose, an open tender was announced with an expected cost of UAH 60.6 million. The works are scheduled to be completed by the end of 2025.

According to the documentation, the submission of bids will last until April 4, 2025, and the auction itself will begin on April 7.

The customer is Mykolaivoblteploenergo, which provides heat supply in the region. An advance payment of 20% of the total amount is envisaged, and the rest will be paid after the works are completed.

In early March, the company had already announced a tender for the reconstruction of the boiler house, and the auction was scheduled to take place on March 27. The contractors were required to provide documentary evidence of experience in fulfilling similar contracts, as well as the availability of qualified specialists and workers.

However, the tender was canceled due to excessive requirements for participants.

The complaint stated that the requirement for a certificate for a quality management system in the documentation had no legal basis. In Ukraine, there is no mandatory requirement for companies to have ISO certificates, so this cannot be a criterion for admission to bidding. Therefore, these conditions were recognized as illegal and discriminatory.

Recently, Mykolaiv presented a project for the reconstruction of a boiler house on Sportyvna Street, which involves the installation of a gas cogeneration unit. The local budget has already allocated more than UAH 4 million out of the required UAH 18 million for the project.

They also presented a project to improve the energy efficiency of the Namyv neighborhood. It is planned to install individual heat points in local high-rise buildings, which will allow residents to regulate heat supply and reduce heating costs.
