Mykolaiv authorities spent half a billion on tenders and forty million on salaries

In the first seven months of 2025, the executive committee of Mykolaiv City Council spent hundreds of millions on electricity, security, transportation, repairs, and equipment. Most of the money was spent on transportation, shelter, and informatization.

This was reported by the Center for Public Investigations, citing data from the Opendatabot monitoring service.

In 2025, Mykolaiv City Council has already spent more than UAH 417 million from the budget. Almost half of this amount - about 201 million - went to pay for various services other than utilities.

Another UAH 110 million was spent on capital transfers, and more than UAH 40 million on salaries and compensation to employees. UAH 13.3 million was allocated for subventions from the city budget, and about UAH 12 million for capital investments.

Payment of the unified social tax cost the city more than UAH 10.8 million, postal and telecommunication services - UAH 8.3 million, and research, development and program activities - almost UAH 5 million. Another 7 million hryvnias were spent on military fees and other items that are not detailed.

The total volume of tenders in which the executive committee participated has already exceeded UAH 501 million. This indicates high procurement activity and a significant role of contractors in spending budget funds. The city council does not specify which services have become the most expensive.

For comparison, in 2024, some of the most expensive procurements were repairs to shelters and executive committee premises, territorial defense measures, and the purchase of souvenirs. In particular, the current repair of the basement of the executive committee to equip a shelter cost the budget UAH 4.8 million. The total cost of the largest procurements that year reached approximately 30 million.

In January-July 2025, the executive committee of the Mykolaiv City Council spent hundreds of millions of hryvnias to pay for electricity, security services, transportation, video production, repairs, equipment, and other needs. The most expensive areas were financing public transportation, arranging a shelter in the executive committee building, and informatization.
