The Kherson Regional Military Administration denied the fact of overpayment of UAH 35 million to the company that built the fortifications and cited the secrecy of the documents. No checks of expenditures under this contract have been conducted so far, and a detailed list of materials used is not disclosed.

The Kherson Regional Military Administration has denied information about a possible overpayment of UAH 35 million to Global Build Engineering for the construction of fortifications in Kherson region. In an investigation published by Bihus.Info in May 2025, journalists reported that the company received UAH 280 million for fortification work in the region.
To implement them, it purchased concrete blocks and anti-tank pyramids from Dnipro Promsnab Torg, which, in turn, bought products from manufacturers and resold them at a premium. According to journalists, this markup could have led to an overpayment of tens of millions of hryvnias.
In response to the publication's request, the DIA emphasized that in order to make reasonable conclusions about price overcharges, it is necessary to have full access to technical documentation, acts of work performed and contracts. However, these materials have a restricted access status because they relate to military facilities. That is why, according to the administration, journalists were unable to reliably estimate the cost of the fortifications.
In addition, the ULA stated that the company did not use the so-called Lego blocks in Kherson region, but rather used FBS blocks in the fortifications. According to official data, 151,000 anti-tank pyramids were manufactured and installed in the region, with an average cost of UAH 1,595 for each. This amount includes manufacturing, delivery, installation and logistics.
However, the administration did not provide a specific list of materials used. The responses also state that no audits or official checks of expenditures under this contract have been conducted so far.
In 2024, the government allocated about 40 billion hryvnias for the construction of fortifications. Of this amount, 280 million was allocated to Global Build Engineering for work in Kherson region. Instead of direct purchases from manufacturers, the contractor used the services of a little-known company called Dnipro Promsnab Torg, which has signs of being a "pad."
It was this company that bought anti-tank pyramids and concrete blocks from manufacturers and then resold them to Global Build Engineering at inflated prices. According to journalists, the overpayment on these items alone could have reached UAH 35 million. This is not the first time that this company has been featured in journalistic investigations.
Earlier, journalists found out that Global Build Engineering has ties to Anton Samoilenko, deputy head of the Kherson Regional Military District Administration. The company started operating in the region at the end of last year. Its new owners are businessmen who were previously involved in road construction in eastern Ukraine.
