In Odesa region, a contractor is under investigation for repairing an outpatient clinic

The police have launched an investigation into possible abuse during the reconstruction of an outpatient clinic in Zatyshche. The investigation is looking into whether the delay in the work is related to the extension of the contract with the contractor, which could have harmed the public interest.

The Rozdilnyansky District Court granted the police temporary access to the full package of design and estimate documentation for the reconstruction of the general practice outpatient clinic in the village of Zatyshshia. The investigation is trying to find out whether officials of the healthcare facility may have abused their authority when extending the contract with the contractor, which may have led to delays in the work.
According to the court ruling, the contract in question was between the Primary Health Care Center of the Zatyshany Village Council and Stroy Imperiya LLC, concluded on July 17, 2023. The contract amounted to UAH 5.3 million. The contractor was to reconstruct a non-residential building on Suvorova Street to accommodate a new outpatient clinic building.
Under the terms of the contract, the work was to be completed by December 31, 2023. At the end of the year, the parties entered into an additional agreement extending the contract until December 31, 2024. At the same time, the completion date remained unchanged in the documents. Investigators believe that this could have distorted the bidding results and actually disrupted the completion of the work on time, harming the public interest.
In September 2025, the investigator appointed a construction and technical examination, but the experts asked for a full package of design and estimate documentation, which at that time was not part of the case file. Therefore, the investigator applied to the court for permission to temporarily access these documents from the PAC.
The court granted the request in full, allowing the investigators to obtain copies of all documents related to the reconstruction. The investigation is currently ongoing.
According to media reports, Stroy Imperiya LLC has already been involved in another criminal proceeding in Odesa region. The police suspected the company's management of misappropriating funds during the overhaul of the stadium in the village of Kholodna Balka, when the contractor, according to the investigation, included work not provided for in the estimate and overstated its cost. The preliminary damage to the community was estimated at almost UAH 4.95 million.
Recently, the Prymorskyi District Court of Odesa closed the criminal proceedings against technical supervision engineer Oleksandr Voronin, who was previously accused of forgery, negligence and abuse of office during emergency repairs to historic buildings in the city center.
