High Council of Justice Dismisses Odesa Judge Yaroslava Balan Amid Renewed Scrutiny

On March 6, the High Council of Justice dismissed another judge from Odesa. It is Yaroslava Balan, who worked in the Odesa District Administrative Court.
This was reported by the HCJ.
The High Council of Justice considered the issue of dismissal of the judge under general circumstances.
During the meeting, it was decided to satisfy the resignation of the judge of the Odesa District Administrative Court, Yaroslava Balan.
According to the procedure, the judge personally submitted her resignation, which was accepted by the Council without comment.
In 2024, judge of the Odesa District Administrative Court Yaroslava Balan filed an amended declaration for 2023, in which she indicated her salary, real estate and monetary assets. According to the document, she received UAH 451,240 at her main job, and did not declare any other income or gifts.
The section on monetary assets states that neither she nor her family members have any cash or deposits, but they do have an account with PrivatBank, but the amount is not disclosed.
As for real estate, Yaroslava Balan listed two apartments, one of which is located in Odesa and has an area of 123.5 m², and is owned by Vladyslava Gulyak. The second apartment with an area of 150 m² is located in Israel, and its owner is an Israeli citizen Oded Einat. In addition, the judge declared a 2021 Lexus RX300 worth UAH 1 million 745 thousand 113.
In February, the High Council of Justice dismissed judge Natalia Vinogradova, who worked in the Suvoriv District Court.
At the end of January, the High Council of Justice accepted the resignation of Anatoliy Zaikin, a judge of the Odesa Court of Appeal.
Earlier, judge of the Fifth Administrative Court of Appeal Stepan Domuschi was dismissed. Before that, the judges elected him as the new chairman instead of Oleksandr Dzhaburia.
Prior to that, the High Council of Justice decided to dismiss judge of the Malynovskyi District Court of Odesa Serhiy Cherevko.
