Excessive assets of Odesa MP included in the ranking of the biggest violations detected by the NACP in May

The National Agency for the Prevention of Corruption has published a list of 10 declarations in which violations were found during a full inspection, and the list includes the declaration of a deputy of the Odesa Regional Council for 2023, which was found to be inaccurate.
This was reported by the NACP press service.
In particular, the agency's employees found signs of unreasonable assets worth more than UAH 1.8 million and signs of inaccurate information worth more than UAH 28.7 million. The National Anti-Corruption Bureau of Ukraine launched a pre-trial investigation into this fact.
The NACP did not say who it was, but in May, the NACP reported that it had found inaccuracies in the declaration of Andriy Babenko, a member of the Odesa Regional Council and founder of the Samson security agency. The time period and details provided by the NACP at the time indicate that this particular case was included in the list.
In particular, the MP failed to declare expenses for more than UAH 1.8 million - this money was spent on the purchase of a BMW motorcycle and a Renault car, although these transactions are also not listed in the declaration. Andriy Babenko also failed to confirm that in 2014 he sold agricultural products worth UAH 3.6 million and allegedly exchanged them for USD 450 thousand. He did not provide any supporting documents. In addition, he included in his 2025 declaration the land and property he allegedly owned back in 2014, but he did not provide any evidence.
According to the NACP, in the first 5 months of 2025, the most cases of declaring false information by officials in the following regions were confirmed:
- in 42 out of 50 verified declarations - Dnipro region (84%);
- 13 out of 16 - Kyiv region (81%);
- 4 out of 5 - Kirovohrad region (80%);
- 17 out of 22 - Khmelnytskyi region (77%);
- 11 out of 16 - Rivne region (69%);
- 6 out of 9 - Zaporizhzhia region (67%);
- 9 out of 15 - Poltava region (60%);
- 10 out of 18 - Vinnytsia region (56%);
- 6 out of 11 - Zakarpattia region (55%);
- 14 out of 27 - Kharkiv region (52%);
- 7 out of 15 - Lviv region (47%);
- 13 out of 31 - Odesa region (42%);
- 38 out of 116 - in Kyiv (33%).
In total, over 5 months of this year, the NACP completed 403 full audits of declarations, 217 declarations, i.e. 54% of the audited declarations, revealed signs of declaring false information totaling over UAH 1.8 billion, 11 declarations revealed signs of illicit enrichment totaling UAH 437.3 million, 15 declarations revealed signs of unreasonable assets totaling UAH 72.5 million, and five declarants had signs of conflict of interest.
