Director of Voznesensk Bureau Detained for 1,000 Hryvnia Bribe Scheme

The director of the Voznesenskoye Intercity Bureau of Technical Inventory was detained after receiving a $1,000 bribe.

As previously reported by Intent, the official demanded the money from a resident of Mykolaiv for making fake technical documentation for real estate.

The anti-corruption dimension found out that the detainee was Valeriy Oncha, and the bribe was related to the falsification of a technical passport, which allowed the property owner to avoid additional costs during construction or reconstruction.

During the investigation, investigators requested searches in buildings on the territory of the Buzka village council of Voznesenskiy district, as it is likely that the forged documentation is related to these particular objects.

Law enforcers found that the director of the utility company was not acting alone - the head of the subsidiary "Bureau of Technical Inventory" of the Voznesensk City Council and an engineer from the same utility company could also be involved in the corruption scheme. According to the investigation, the latter produced fake documents for real estate, in particular for objects that had either not yet been built or were built without proper registration. The subsidiary, the Bureau of Technical Inventory, is headed by Hanna Shevchenko.

Valerii Oncha, the director of the utility, filed a declaration in 2024, which indicated significant real estate registered in his wife's name. In particular, it includes several residential buildings and land plots in Voznesensk.

Iryna Oncha owns two residential buildings with a total area of more than 130 square meters and two land plots, each with an area of more than 500 square meters. One of the houses was purchased in 1997, the other in 2019.

Valeriy Oncha declared over UAH 415 thousand in income. He received the bulk of it - UAH 370,645 - as a salary at the Voznesensk Intercity Bureau of Technical Inventory, a utility company. Another UAH 45,000 was accrued as a part-time salary at the BTI subsidiary.

His wife, Iryna Oncha, earned UAH 250,000 from her business. She also received UAH 153,648 from alternative energy, cooperating with Mykolaiv Electricity Supply Company.

Valeriy Oncha has bank accounts, including one at Ukrsibbank, where he keeps USD 1,000 and UAH 165,000. The declaration also lists accounts at PrivatBank and Ukreximbank, but their amounts are not disclosed.
