Company from Odesa authorities' orbit wins road contract in Kherson region

In Kherson region, a firm with political connections in Odesa won a tender for road repairs. The company is involved in anti-corruption investigations and has already received public contracts worth more than UAH 2.9 billion.
This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.
In the Kherson region, it is planned to repair the Skhidne-Zahorianivka road for more than UAH 20 million. The tender for the current repair was announced by the Local Roads of Kherson region. The works are to be carried out on a section of 8 to 21.2 km - 13.2 km in total. The works are to be completed by December 31, 2025.
Two companies took part in the auction: "Budaliance Group Construction Company and Paritetbudinvest Construction Company. The latter won the auction with a bid of UAH 18.6 million, which is UAH 1.4 million less than the expected value.

According to the Youcontrol analytical system, Paritetbudinvest LLC was registered in 2019 in Chornomorsk. The company has an authorized capital of 100 thousand hryvnias and is affiliated with the Budregiongroup consortium. It has been featured in journalistic investigations and in criminal proceedings for embezzlement and abuse in 2022.
The company's founders are Artem Sobolev from Vinnytsia and Arkadiy Ilyashchuk. According to media reports, Ilyashchuk used to be an assistant to Valentyn Hapunich, a deputy of the Odesa City Council from the Trust the Deeds party, a former associate of Odesa Mayor Hennadiy Trukhanov and a former deputy from the Party of Regions.
In total, Paritetbudinvest has received government contracts worth over UAH 2.9 billion. Among the customers are Local Roads of Kherson Region, the Restoration Service in Odesa Region, local administrations and municipalities. The company's highest profit from tenders was recorded in 2025 - over UAH 1.4 billion.

In April, the same company won another tender for road maintenance in Kherson district worth 68 million hryvnias. At that time, the tender was announced again - the first one was canceled due to errors in the documentation. In addition, the company won a tender for the construction of a security center in Posad Pokrovsky worth almost UAH 38 million. The customer is the Service for Infrastructure Restoration and Development in Kherson Oblast, and the funds come from the state budget.
