Bidding for tens of millions to repair boiler houses started in Kherson

Kherson is planning to overhaul two hot water boilers at the city's boiler houses. More than UAH 40 million has been allocated from the budget for this purpose. The work is to be completed by the end of 2025.
The relevant data was published in the public procurement system Prozorro.
Khersonteploenergo, a municipal utility company, has announced two tenders for the overhaul of boiler equipment in Kherson. The most expensive of them - the repair of hot water boiler No. 2 PTVM-50 at the boiler house at 95 Ivan Bohun Street - will cost approximately UAH 31.1 million.

The procurement was announced on June 30, 2025. Proposals are accepted until July 15, and the auction is scheduled for July 16. The selected winner of the tender has until the end of the year to complete the work. The customer has provided for post-payment within 30 calendar days after the completion of the work. The minimum price reduction step is UAH 155,744, or 0.5% of the purchase price.
Another tender is for the overhaul of hot water boiler No. 3 KVGM-30 at the boiler house at 36 Vasyl Velykyi Street. The works are planned to be performed for UAH 12.4 million. The bidding starts on July 14, and documents can be submitted until July 13. Payment is also due upon completion of the work. The minimum price reduction step is 373,215 UAH.

Tenderers must confirm the availability of technical facilities, computer equipment and software for preparing estimate documentation (in particular, AVK-5 or equivalent). It is also mandatory to have qualified specialists - design engineers with relevant certificates. Proof of experience in fulfilling similar contracts and a certificate from the client confirming the absence of negative experience of cooperation are required.
At the end of June, a tender for the reconstruction of a water supply system worth several million hryvnias in the Mykolaiv region was won by a company that had previously been involved in a case of embezzlement of budget funds. Despite suspicions of price gouging, the company continues to receive orders from local authorities.
Investigators found that more than UAH 100,000 could have been embezzled during the construction of a water supply system in the Tavriyskyi neighborhood of Kherson. The company's director and a technical supervision engineer of the city council are suspected of embezzlement.
